City of Centerville <br />Council Meeting Minutes <br />April 25, 2012 <br /> <br />3.Agreements <br /> <br />a.1299 Mound Trail – Draintile & Electrical Conduit <br /> <br />b.7322 Old Mill Road – Fence ~ Encroachment <br /> <br />c.6751 Beaver Pond Way – Driveway Over Water Service Line ~ <br />Encroachment <br /> <br />Mayor Wilharber requested that Item 3, a. be pulled for discussion and additional <br />information. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar, to <br />approve the Consent Agenda Items #1, 2, 3, b and c as presented. All in favor. <br />Motion carried unanimously. <br /> <br />Mayor Wilharber questioned whether Rice Creek Watershed District or the Department <br />of Natural Resources had given their approval to the construction of the draintile and its <br />proximity to Centerville Lake. Administrator Larson stated that Mr. Cherry had been <br />instructed to contact both entities to ascertain their approval. Council Member King <br />stated that he had concerns regarding draining anything into public waters with all of the <br />regulations in place to keep adverse water from entering these areas. Administrator <br />Larson stated that Mr. Cherry’s draintile had sufficient soil over it to allow ample <br />filtering prior to draining into the lake. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Love, to <br />approve Consent Agenda Item 3, a. subject to Mr. Cherry providing the City with a <br />letter from either the Rice Creek Watershed District allowing him to construct the <br />draintile as proposed. All in favor. Motion carried unanimously. <br /> <br /> <br />VI.AWARDS/PRESENTATIONS/APPEARANCES <br /> <br />None. <br /> <br /> <br />VII.OLD BUSINESS <br /> <br />None. <br /> <br /> <br />VIII.NEW BUSINESS <br /> <br />1. Res. #12-011 – Concurring in the Proposed Issuance of G.O. Refunding Bonds, <br />Series 2012A by the City of Circle Pines for Public Safety (Police Station) <br /> <br />Administrator Larson stated that as Council is aware, several years ago, the three member <br />Cities of the Centennial Lakes Police Department purchased property and constructed the <br />current police building located at 54 North Road, Circle Pines. Administrator Larson <br />stated that the original project was bonded for $2,365,000; however, with the lower <br />interest rates that can be obtained to date, a cost savings of about $100,000 would be <br />achieved if the remaining debt were refunded and reissued. Discussion ensued regarding <br />paying off the debt rather than refinancing and it was determined that at this point it is not <br />financially feasible. <br />Page 2 of 4 <br /> <br />
