Northeast Metro Trail Plan
January 7, 2003
Wayne LeBlanc, 651-426-0168

Area A: BU20 to Pedestrian
Brid2e at 35E
Hugo, Washington County, Lino
Lakes, and Anoka County plan to
coordinate the route of a trail from
the existing Hugo trail to a proposed
pedestrian bridge at Area B, where
35E and Clearwater Creek intersect.
With Hugo's planned reconstruction
the road from Area A to Hugo in
th ext couple years, the inclusion
Figure 1. Trail Plan ofth trail follows naturally. The
ur enc here is to include the trail in
forthcoming development~( Hugo is also looking at providing an attractive trail along arwater Creek and at least
one development has ajdY included it.

Area B: PedestriaaBrid2e at 35E
Area B was chosen for a pedestrian bridge to cross 35E because there are plans in Hugo to pro ide a trail along
Clearwater Creek and because it would more easily accommodate pedestrian traffic than at the automobile
intensive freeway interchange at 35E and County Road 14 (Frenchman Road). The urgency here is to control
development in the surrounding area on both sides of the freeway now to provide a route for the pedestrian bridge.
At the meeting. everyone thought this appears feasible. A small section ofland west of35E to 20th Ave needs to be
coordinated by Lino Lakes, Centerville, and Anoka County.

Centerville, Lino Lakes, Hugo, Anoka Parks, Anoka County, Washington County, Ramsey unty, and the
surrounding Metro area benefit from the trail plan in Figure 1. The trails connect the Hu trail that will
apparently go to Duluth to other trails connected to the Chain of Lakes Park and south t Otter Lake Park including
a future recreational park at Birch Street and Centerville Road. The trails in and aro Centerville are designed to
promote safe pedestrian and icycle routes to parks, commercial areas, other trails, omes, and places of interest.
In addition, loops in the desi enhance flexibility and appeal. /
/
/
The purpose of this plan is to
coordinate the participating
organizations. Please contact
Wayne LeBlanc.

On Sep 25, 2000, people
representing Centerville, Hugo,
Lino Lakes, Anoka County Parks, St
Paul Water, and Washington County
Parks met and agreed to pursue this
plan.

Considerations for particular areas
are identified with the large letters
and described below.
