City of Centerville <br />Council Meeting Minutes <br />August 22, 2012 <br />Engineer Statz reviewed with Council the engineering work Phases for the 2013 Street <br />and Utility Improvements and stated that the beginning phase would be the Feasibility <br />Study which would ensure that the project is viable. Engineer Statz stated that this would <br />include a preliminary topographic survey of Center Street, preparation and attendance at <br />both a project open house and public hearing with a not-to-exceed cost of $12,000. <br /> <br />Administrator Larson stated that the appraisals of properties within the proposed project <br />area have commenced. <br /> <br />Motion by Council Member Paar, seconded by Council Member Love, to Order a <br />Feasibility Study for 2013 Street Improvement Project performed by Stantec in an <br />amount not to exceed $12,000. All in favor. Motion passed unanimously. <br /> <br />2. Authorize Replacement of Bolts for Hydrant/Valves Associated With the 2013 <br />Street Improvement Project(s) ~ Olson Sewer Contractor <br /> <br />Staff requested and received two (2) proposals for the replacement of bolts on valves and <br />hydrants in anticipation of the street project. <br /> <br />Motion by Council Member King, seconded by Council Member Paar, to Authorize <br />the Replacements of Bolts for Hydrant/Valves Associated w/the 2013 Street <br />Improvement Project with Olson Sewer being the Contractor. <br /> <br />Discussion ensued and Engineer Statz stated that the clay soil in the city has been <br />extremely corrosive to certain metals and that the City has experienced <br />repairs/expenditures related to failures of these bolts/valves in the past and has been <br />aggressively replacing them. Administrator Larson stated that the 2013 Street <br />Improvement Project would be the last area(s) within the City needing replacement. <br /> <br />All in favor. Motion passed unanimously. <br /> <br /> <br /> <br />3.Res. #12-019 – Authorizing Repayment of Loan Between Funds (General Fund to <br />Sewer Fund) <br /> <br />Administrator explained that when the City purchased the Public Works building located <br />at 2085 West Cedar Street, monies were utilized from the Sewer & Water Funds as a loan <br />with an interest rate of 1.5%. It was anticipated that the funds would be paid back when <br />th <br />the old Public Works building, 7085 – 20 Avenue, was sold and that it would only be a <br />short period of time before it happened. Due to the downturn in the economy, this has not <br />happened and is unknown when it will happen. Administrator Larson stated that the <br />General Fund had ample funding to allow for the loan payoff. At such time as a sale of the <br />older building occurs, the General Fund would receive those revenues. <br />Page 4 of 6 <br /> <br />
