Centerville City Council Meeting <br /> September 26, 2012 <br /> Topic: <br /> County acquisition of Hal and Pam Leibel property <br /> Purpose: <br /> Addition to Regional Park Reserve <br /> • To serve as a maintenance facility for the park <br /> • To protect and interpret the Native American burial mound <br /> Property Details: <br /> • 1.34 acres; located on CSAH14 and Mound Trail <br /> • Assessed valuation of $214,300 <br /> • City property taxes of $1,379 annually <br /> Objectives: <br /> • Storage of park vehicles and equipment (inside) <br /> • Minor equipment repair <br /> • Light carpentry <br /> • Storage of park materials (inside) <br /> • Interpretation of burial mound <br /> • Trailside rest area with benches and bike rack <br /> Design Outcomes: <br /> • Enhanced landscaping and plaza area <br /> • Educational displays <br /> • Wayfinding signage and promotion of community <br /> • Security lighting <br /> • Security fencing (if desired by neighbors) <br /> • Paved drive and parking area for maintenance facility <br /> • Identification signage — city and county <br /> Grant Funding <br /> • Acquisition opportunity grant funding will cover 75% of acquisition cost and some remodeling <br /> • Potential savings of $250,000 vs. building a new facility <br /> City benefits: <br /> • Ensures permanent stewardship and maintenance of the property by the county <br /> • Perpetual protection of the native American burial mound on the site <br /> • County will access regional parks grants for improvements at the burial mound - with no city financial commitment <br /> • Issuance of a permanent easement to the City of Centerville for the placement of a "Welcome to Centerville" sign on <br /> the southeast corner of the property <br /> • Continued use of the site by City police department for traffic monitoring on CSAH 14 <br /> Additional considerations <br /> • County would compensate City 1.8 times annual property tax at the time of purchase <br /> • County would commit to sweeping of trail from LaMotte Park and along CSAH 14 to park entrance <br /> • County would commit to mowing along lake side of CSAH 14 trail by Centerville Lake (annually requested by City) <br /> • Using existing facility avoids possible impact to cultural artifacts in park and mitigation expenses <br /> • Memorandum of Understanding with City would be developed and signed prior to closing <br /> • Closing would occur in Spring 2013 <br />
