City of Centerville <br />Council Meeting Minutes <br />September 12, 2012 <br />the City’s budget being funded by residential property owners versus <br />commercial/industrial property owners and the affect on individual households. <br /> <br />Motion by Council Member Paar, seconded by Council Member Love to adopt Res. <br />#12-021 – Approving Proposed 2013 Budget & Preliminary Tax Levy as presented. <br />All in favor. Motion passed unanimously. <br /> <br />2. Snowplowing Policy <br /> <br />Administrator Larson stated that the City has had a snow plowing policy for many years; <br />however, it was time for updating the policy and procedures with the addition of a map <br />including the plow routes with priorities. Administrator Larson stated that he had worked <br />closely with Staff regarding the policy and it ensures safe passage to major thoroughfares <br />with at least a plow width to commence the process and then later clearing of the entire <br />roadway. Plowing would commence upon 2-3 inches of snowfall. Staff was also given <br />the authority to deviate from the policy from time to time to ensure public safety. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Love to <br />approve the presented Snowplowing Policy. <br /> <br />Discussion: Council Member Fehrenbacher requested that the presented policy be <br />forwarded to the Police Chief and questioned whether Mr. Palzer was comfortable with <br />the policy. Mr. Palzer concurred. <br /> <br />All in favor. Motion passed unanimously. <br /> <br />3. Soil Removal – Ditch Cleaning <br /> a. L.N. Sodding, LLC - $11,000 <br /> b. Olson’s Sewer Service, Inc. - $5,022 (est.) & $1,716 Ditch Cleaning <br /> <br />Administrator Larson reported that the work that had been completed by Staff has <br />provided residents with ample drainage; however, spoilage has been left behind in the <br />easements to dry and residents are dissatisfied due to the odor and nuisance of the piles. <br />Administrator Larson stated that with the recent resignation of a public works employee <br />and another employee out on leave the City has been unable to complete the project. It is <br />the recommendation of Staff to hire a contractor to complete the ditch work and dispose <br />of the spoilage. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member King to <br />award the ditch cleaning project to Olson’s Sewer Service, Inc. in an amount not to <br />exceed $7,000. <br /> . <br /> <br />Page 4 of 7 <br /> <br /> <br />
