Stantec <br /> CENTERVILLE SURFACE WATER MANAGEMENT PLAN <br /> 1.0 EXECUTIVE SUMMARY <br /> The City of Centerville, located within the Rice Creek Watershed District (RCWD), is a rapidly <br /> growing community of 2.6 square miles. Currently, about 80% of the City is developed. Although <br /> complete development in the comprehensive plan is proposed to be staged over the next 20 <br /> years, development pressure will likely result in the rapid development of the remainder of the <br /> City. <br /> Because of the impending development that will occur in Centerville, the management priorities <br /> of the City have focused on issues surrounding development, such as installation of proper <br /> detention facilities, erosion and sediment control of new construction sites, providing adequate <br /> storm sewer capacity, and meeting water quality requirements. <br /> The RCWD has in the past regulated new developments occurring in Centerville through the <br /> District's permit program. However, at this time, the City recognizes that several issues <br /> surrounding new development and water resource management are best implemented by the <br /> City, as the local entity with the most to gain or lose with several of these issues. <br /> Below is a summary of all the chapters contained in this report: <br /> 2.0 INTRODUCTION — Includes information about authorization and discusses the purpose <br /> of the plan. <br /> 3.0 PHYSICAL ENVIRONMENT — Contains information about location, geology, <br /> topography, soils, climate, waterbodies, land use, utility systems, and unique areas. <br /> 4.0 HYDROLOGIC CALCULATIONS /MODELING PARAMETERS — Discusses the required <br /> parameters to be used in calculations and /or modeling done to determine compliance with storm <br /> water runoff rate controls or NURP pond guidelines. <br /> 5.0 WATER RESOURCE MANAGEMENT OBJECTIVES AND POLICIES — Includes a <br /> description of all the objectives and associated policies to be adopted as part of the surface <br /> water management plan. <br /> 6.0 WATER RESOURCE MANAGEMENT PLAN — Provides specific information as to the <br /> proposed management method and framework to meet the objectives and policies outlined in <br /> Chapter 5. <br /> 7.0 IMPLEMENTATION PROGRAM — Provides information as to the practical method for <br /> implementing the programs discussed in Chapter 6. <br /> 8.0 CAPITAL IMPROVEMENTS PLAN — Describes capital improvement projects involving <br /> the storm sewer system and provides cost estimates for each. <br /> One Team.Infinite Solutions. <br /> 1.1 <br /> 20 <br />
