Stantec <br /> CENTERVILLE SURFACE WATER MANAGEMENT PLAN <br /> INTRODUCTION <br /> September 2012 <br /> 2.0 INTRODUCTION <br /> 2.1 AUTHORIZATION <br /> On February 8, 2012, the Centerville City Council authorized the preparation of a surface water <br /> management plan (SWMP) update. This SWMP will be used as a framework to manage the <br /> water resources within the City of Centerville. The SWMP is consistent with the Comprehensive <br /> Plan Update for the City of Centerville as well as the Watershed Management Plan and rules of <br /> the Rice Creek Watershed District. <br /> 2.2 PURPOSE OF THE PLAN <br /> The City of Centerville is located within the Rice Creek Watershed District (RCWD). The RCWD, <br /> under the authority of Minnesota state statutes, requires municipalities to prepare local surface <br /> water management plans. This plan will satisfy the requirements of the RCWD and Minnesota <br /> state statutes. <br /> The RCWD has been active in the preparation of watershed plans, review of new <br /> developments, and management of water resources. The City is required to submit a Local <br /> Surface Water Management Plan to the Watershed District within two years of approval of the <br /> district plan from the Board of Water and Soil Resources (BWSR). <br /> All communities in the seven county metropolitan area are required to have a Local Surface <br /> Water Management Plan. The Watershed Districts and Watershed Management Organizations <br /> are responsible for preparation of a Watershed Management Plan. The goals and policies of the <br /> RCWD were incorporated into this plan. <br /> The intent of the legislated statute is to give the responsibility for water management to the local <br /> units of government. The State and the Metropolitan Council have only minimal oversight roles <br /> in watershed management or plan implementation. <br /> The Centerville SWMP has been prepared to comply with Minnesota state statutes and with the <br /> RCWD plan. The intent of this plan is to define policies and implementation procedures in order <br /> to meet the goal of adequate management of water resources within the City. <br /> One Team.
