Stantec <br /> CENTERVILLE SURFACE WATER MANAGEMENT PLAN <br /> WATER RESOURCE MANAGEMENT OBJECTIVES AND POLICIES <br /> September 2012 <br /> 5.0 WATER RESOURCE MANAGEMENT OBJECTIVES AND <br /> POLICIES <br /> 5.1 BACKGROUND <br /> The City of Centerville has adopted several water resource management objectives, which <br /> provide a framework to guide development of policies and management programs. <br /> According to Minnesota Rules Chapter 8410, the development of objectives and policies must, <br /> at a minimum, address the following issues: Water Quantity, Water Quality, Recreation, Fish <br /> and Wildlife, Enhancement of Public Participation through Information and Education, Public <br /> Ditch Systems, Groundwater, Wetlands, and Erosion. <br /> The RCWD Watershed Management Plan is based on the following guiding principles: <br /> • Demonstrate measurable success by solving problems and implementing solutions <br /> • Explore a range of ideas and opportunities and projects to ensure healthy water resources <br /> for the Rice Creek Watershed <br /> • Balance the complex interrelated dynamics of resource management <br /> • Enlist the public and cities as partners in resource management <br /> • Operate in a fiscally efficient manner based on providing "best value" and accountability <br /> • Implement and construct innovative projects to solve problems <br /> • Make decisions in the best interest of the entire area comprising the Rice Creek Watershed <br /> 5.2 OBJECTIVES AND POLICIES <br /> The City has adopted the following objectives and associated policies to be adopted as part of <br /> the SWMP: <br /> Objective 1 <br /> Reduce to the greatest extent possible erosion and sediment deposition from new <br /> construction sites into natural water resources within the City. <br /> The City experienced significant development in the early to mid- 2000s. While development has <br /> slowed considerably the past several years due to the economic downturn, it is likely to pick up <br /> again in the future. While it may not reach the level of the "boom years ", development could <br /> continue in the City for a number of years into the future. <br /> To meet this objective, the City will implement a local program of erosion and sediment control <br /> that would be administered in addition to the RCWD permit and inspection program.
