Stantet <br /> CENTERVILLE SURFACE WATER MANAGEMENT PLAN <br /> WATER RESOURCE MANAGEMENT OBJECTIVES AND POLICIES <br /> September 2012 <br /> Objective 3 <br /> Protect and improve the water quality of the Clearwater Creek Ditch System, Peltier Lake, <br /> and Centerville Lake. <br /> All new developments within the City are now required to provide some type of pretreatment of <br /> storm water such as ponding or infiltration basins. This policy has been in place since the mid - <br /> 1990s. Consequently, the City now maintains over 100 such features. Through recent street <br /> reconstruction projects, the City and county have addressed the few remaining areas where <br /> storm water was discharged directly into Clearwater Creek with no treatment. These locations <br /> included two low points along Peltier Lake Drive, a low point on Brian Drive south of Main <br /> Street, and the low point at the Main Street culvert crossing. All of these locations now have <br /> some means of pretreatment. <br /> Direct discharge of storm water to Centerville Lake is still present from the downtown area. <br /> However, the city has constructed the first phase of a storm water reclamation project, aimed at <br /> eliminating this discharge as the downtown redevelops. This project was completed with <br /> cooperation from the RCWD. <br /> Related Policies <br /> (a) Work toward the implementation of policies, programs, and projects to achieve the <br /> requirements of the Peltier Lake and Centerville Lake TMDL Implementation Plan, when <br /> it is finalized and approved. <br /> (b) Support the RCWD Water Quality BMP Cost -Share Program. This is a dedicated cost - <br /> share grant program to assist property owners with the implementation of Best <br /> Management Practices (BMPs) aimed at improving the quality of surface waters within <br /> the watershed. <br /> (c) Initiate more frequent sweeping at direct discharge points along Peltier Lake Drive and <br /> Brian Drive, and coordinate with Anoka County for more frequent sweeping along Main <br /> Street. <br /> (d) Cooperate with the RCWD in administering infiltration standards. The City defers to the <br /> goals and policies of the RCWD regarding infiltration. <br /> (e) Identify retrofit opportunities in subwatersheds where water quality treatment standards <br /> are not being met. <br /> Objective 4 <br /> Maintain the integrity of the storm water collection system. <br /> Related Policies <br /> One Team.
