Stantec <br /> CENTERVILLE SURFACE WATER MANAGEMENT PLAN <br /> IMPLEMENTATION PROGRAM <br /> September 2012 <br /> 7.0 IMPLEMENTATION PROGRAM <br /> This chapter of the SWMP provides information as to the practical method for implementing the <br /> programs discussed in Chapter 6. Implementation and management of programs require both <br /> personnel and financial resources. This chapter provides information about which entities will be <br /> responsible for which programs as well as a method for raising funds to implement programs. <br /> 7.1 ADMINISTRATION RESPONSIBILITY AND IMPROVEMENT PLAN <br /> As stated in Section 6.2, the RCWD will continue to require permits for construction projects and <br /> all water resource management issues within the City of Centerville. The City's programs and <br /> policies will be administered in conjunction with RCWD programs; none of the programs and <br /> policies proposed in this SWMP will supersede any of the RCWD programs or policies. It is <br /> anticipated that both entities will cooperate in good faith, and in the event that management <br /> conflicts arise, each entity agrees that a mutually agreeable solution will be arrived at as quickly <br /> as possible through effective communication. <br /> 7.2 FINANCING OF MANAGEMENT PROGRAMS <br /> The funding for implementation of several of the proposed programs and projects identified in <br /> the SWMP could come from several sources. Possible sources of revenue include: <br /> Storm water Utility Fee: Storm water Utility fees are levied on all property in the City. The fee is <br /> collected each quarter with the sanitary sewer bill. The City's current fees are presented in <br /> Chapter 9. <br /> Building Permits: A cash dedication to the Storm water Utility Fund is part of the building permit <br /> requirement. <br /> Storm water Area Charge: New developments occurring in Centerville are charged a fee based <br /> on the total platted area. All revenue generated from this program is deposited into the Storm <br /> water Utility Fund. The City's current fees are presented in Chapter 9. <br /> Special Assessments: The City may assess for improvement projects based on the benefit <br /> provided to the affected properties. The assessment may not be greater than the benefit <br /> provided to the property. <br /> State and Federal Grants: Grant programs exist for water management projects and will be <br /> explored as possible funding sources. <br /> One Team.
