DRAFT DRAFT DRAFT <br /> 10/3/2012 <br /> RESIDENTIAL CARE FOR JUVENILE SEX OFFENDERS. State - licensed care <br /> performed in a residential facility whose primary purpose is to treat juveniles who have <br /> violated criminal statutes relating to sex offenses or have been adjudicated delinquent on the <br /> basis of conduct in violation of criminal statutes relating to sex offenses. <br /> RESIDENTIAL FACILITY. A state - licensed residential facility, defined by M.S. <br /> Chapter 462, as amended, serving six or fewer persons, in a single - family residential district <br /> and no more than 16 persons in a multiple - family residential district. <br /> SPECIALIZED CARE FACILITY. A state- licensed care facility which is not <br /> otherwise specifically defined or regulated elsewhere in this chapter. <br /> VETERINARY HOSPITAL. Any establishment maintained and operated by a licensed <br /> veterinarian for the diagnosis and treatment of diseases and injuries of animals. Does not include <br /> boarding animals that are not being treated for disease or injury. <br /> Section 2. City Code, Chapter 156, Sections 156.016 through 156.052 is hereby <br /> amended to read as follows: <br /> § 156.016 RURAL RESIDENTIAL DISTRICT (R -1). <br /> (A) Purpose. The purpose of the R -1 District is to allow agricultural activities and <br /> nonsewered residential dwellings as interim uses of the land. The city has limited vacant <br /> land for development and all land in the city is planned for eventual urban uses. Because of <br /> the limited duration anticipated for agricultural uses in the city and the incompatibilities <br /> which often exist between agricultural and nonagricultural uses, permitted uses in the R -1 <br /> District will not reflect intensive commercial agricultural uses. <br /> (B) Permitted uses. See Table 156 -A.1 <br /> (C) Special requirements. Agricultural uses are permitted in the R -1 District subject to <br /> the following requirements: <br /> (1) Feed lots, runs, pens and similar intensively used facilities for animal raising <br /> and care shall not be located within 300 feet of a neighboring property; and <br /> (2) Accessory farm buildings shall not be erected within 100 feet of a neighboring <br /> property. <br /> § 156.017 HIGH- DENSITY SINGLE - FAMILY RESIDENTIAL DISTRICT (R -2A). <br /> (A) Purpose. It is intended that the R -2A District provide for higher- density single - <br /> family detached, attached and multiple - dwelling opportunities in areas where public utilities <br /> are available and required for service. The design and circulation of new residential areas are <br /> also intended to be complementary with and enhance the community's small -town <br /> atmosphere. <br /> 59 <br />
