CITY OF CENTERVILLE - 2013 STREET AND UTILITY IMPROVEMENT PROJECT <br /> Introduction <br /> The City of Centerville has chosen to investigate the feasibility of performing some of the <br /> remaining improvements to rehabilitate existing streets and to install new water mains as <br /> suggested in the 2003 Pavement Management Study. <br /> The study, which evaluated the condition of all streets in town, set a recommended <br /> schedule of improvements including, seal coats, overlays, and reconstructions. Also <br /> considered in the study, were streets which were not yet serviced with City water main. <br /> Street improvement projects were proposed to coincide with those utility installations. <br /> The study proposed two seal coat projects, one in 2004 and the other scheduled for <br /> 2006. In 2004, the city seal coated most of the streets recommended for said <br /> improvements in that year. Remaining streets were seal coated in 2008. <br /> The study also laid out two street and water main improvement projects, one scheduled <br /> for 2004, and the other for 2009. In 2004 and 2009 the city completed street and utility <br /> improvement projects covering some of the streets designated for improvement by the <br /> study. However, due to budget constraints, the condition of some of the streets and <br /> other factors, several areas remain unimproved. <br /> For the most part the two projects have been administered in similar fashion. The costs <br /> of the street work has been assessed at a rate of around 25 to 30% of the actual costs <br /> with the exception of new amenities like curb and gutter, which were assessed at higher <br /> rates. In some areas, water main improvements were assessed at 100% of the costs. <br /> Where they were not, a connection charge equivalent to the assessment amount was <br /> established in order to recoup the costs of the installation. In the 2009 project, residents <br /> were offered the additional option of having the service line installed directly into their <br /> homes. Throughout this process, the City Council has maintained some form of <br /> ordinance requiring the hook -up to city water once it was placed in front of a home. <br /> However the deadline for connection has been extended on occasion. <br /> Streets not identified for improvements by the 2003 study, including those constructed <br /> since then are not evaluated in this report.
