Ticket Education Program — public safety education for the web <br /> Grant Funded Enforcement Activity. Initially, the Department did not offer offenders the use <br /> of TED for citations written during grant funded enforcement activities like `Click -It or Ticket' <br /> campaigns. Inquiries with the Department of Public Safety determined that they did not object <br /> to offering TED to offenders cited during these grant funded activities. Our officers now offer <br /> TED during all enforcement activity. <br /> tY . <br /> Growth Of The Program <br /> Parking Tickets. Since March, the Program only processed tickets for petty- misdemeanor <br /> offenses. The Program did not process tickets for parking or low -level misdemeanor offenses. <br /> The program is flexible and can be expanded to include other offenses. We have been asked <br /> to begin processing parking offenses. We will ask the Governing Board for permission to <br /> expand the Program to include these offenses. <br /> On a related note, we have been developing an automated system to monitor overnight <br /> parking and limited access parking areas. Using a smartphone or a computer, drivers can <br /> obtain a parking pass through our website. After entering information about their vehicle, the <br /> driver would be issued a parking pass for a limited period of time. Information about that pass <br /> would be transmitted to the Department and /or the City (i.e. for snowplow avoidance). The <br /> user would have the option to print a pass for their windshield. This service could be free to the <br /> driver or a fee could be collected. <br /> Public Safety Email Campaign. To extend our mission of promoting public safety, we are • <br /> beginning an email campaign to former TED users. TED users will receive a quarterly email <br /> from the Department. Currently, the Program communicates with users via email when they <br /> sign -up for TED, and once again when they complete TED's education webinars. Now we are <br /> activating a software feature which allows us to send periodic emails to former users. These <br /> emails will feature a short seasonal or topical public safety message. This feature is compliant <br /> with Federal laws regulating email "spam." <br /> Conclusion <br /> The Ticket Education Program has now been operating for close to a year. This experimental <br /> journey is opening a new chapter in Minnesota law enforcement. The Centennial Lakes Police <br /> Department, in cooperation with its member Cities, are now seeing the rewards of taking this <br /> innovative step of offering public safety education on the web. Thus far the results are beyond <br /> our expectations.
