City of Centerville <br />Council Meeting Minutes <br />February 8, 2006 <br /> <br />Motion by Council Member Lee, seconded by Council Member Lakso to request <br />proposals for prosecution and City services from the combined firm of Glacier and <br />Bernstein. All in favor. Motion carried unanimously. <br /> <br />City Attorney Hoeft indicated that there is not an efficiency issue with the City services <br />side of it. <br /> <br />Mayor Capra indicated she would like to leave Barna Guzy in consideration. <br /> <br /> 3. St. Paul Regional Water Purchase <br /> <br />City Administrator Larson indicated that Staff discussed making this purchase a two part <br />option to allow for the grant application and St. Paul Water Works was comfortable with <br />it but has asked that Staff come to the board meeting where it would be approved. Staff <br />will be attending. <br /> <br />Mayor Capra indicated that she had someone whose great grandfather was caretaker of <br />the home and they have paintings and photographs. <br /> <br />IX. ANNOUNCEMENTS/UPDATES <br /> <br /> <br />1.City Administrator, Mr. Dallas Larson <br /> <br />City Administrator Larson reported that there will be a Staff meeting next week to review <br />Council goals. <br /> <br />City Administrator Larson provided an updated draft of the Ordinance Codification for <br />Council and noted that Planning and Zoning Commission noticed some difficulties with <br />organization and Staff will review it to move things around. He then asked Council to <br />consider setting a public hearing to discuss this. <br /> <br />Council agreed to have the public hearing at the first meeting in March. <br /> <br />City Administrator Larson reiterated the Planning Commission’s concern about <br />controlling redevelopment by placing a moratorium in the redevelopment area to allow <br />the City to prevent development while the City works on establishing the redevelopment <br />guidelines. <br /> <br />Mayor Capra indicated that she does not want to discourage redevelopment. <br /> <br />Council Member Terway indicated that this would allow time to make sure that the <br />guidelines are in place so that all the developers know how this will develop. <br /> <br /> Council asked to place the moratorium on the next meeting Agenda. <br /> <br />Page 9 of 11 <br />
