Parks & Recreation Committee Meeting Minutcs 11 -03 -10 Little League and the Centerville Lions, both whom use the fields for ball games. A meeting was held at the park with representatives of both groups, as well as Mayor Capra and Mr. Paul Palzer, Public Works Director, to discuss the problem and possible solutions. Mr. Mahr presented a proposal to City Council at the October 27, 2010 City Council meeting that would convert Laurie LaMotte Memorial Park field #1 to a grass infield and raised pitching mound. This will help Centennial Little League with their shortage of mounded fields for the major baseball program which involves 9 - 11 year olds. Centennial Little League would also like to move in the outfield fence to a distance of 225 feet per Little League Guidelines and add additional fencing from the dugouts to third base and first base, which would be for spectator safety. They would also like to move the scoreboard and outfield light poles in as well. Centennial Little League will be responsible for the above items including the costs of the entire grass infield and preparation work, using A & L Sod Company. Mr. Mahr stated Centennial Little League has recommended that the City of Centerville add more drain tile to Laurie LaMotte Memorial Park field #1 to ensure better drainage. A & L Sod will be bringing in 5 trucks of high quality fine sand which will also improve drainage. The league has agreed to mow the infield grass on #1 and groom and maintain the pitching mound, but is asking the City of Centerville to groom the aglime on all three ball fields on a daily basis to maintain the integrity of the new red rock aglime. Centennial Little League has provided a new drag to the City just a few years ago with the agreement that they would be groomed regularly. With City Council's approval of the above proposal Centennial Little League also agreed to contribute $3,500 towards the cost of the aglime. This will actually reduce the City's cost of the aglime to 1/3 of the previous estimate due to the reduction of the area being covered. The Centerville Lions did not have a problem with reducing the number of fields available to them from 3 to 2, but did not have the funds available to contribute towards the aglime. Motion was made by Committee Member Seeley, seconded by Committee Member Amundsen to fully support the proposal as presented by Centennial Little League. All in favor. Motion carried unanimously. Mr. Mahr stated the last time Centennial Little League was able to build a field like this was 1988 and they are very excited to be able to do this. The lights are currently brighter in the outfield which is geared for adults playing ball. By bringing the lights in to the infield they will be able to have night games potentially using the field 5 nights a week and have double headers. There are electricians who are part of Centennial Little League who have volunteered their time in the past and will most likely do so again to perform this work. Mr. Mahr also stated he talked to the representatives of the Centerville Lions who met at the park regarding their concession trailer and possibly selling concessions during Little League games. He said at other fields, parents use the concessions frequently and it has been a good fund raising tool, but the concession trailer would have to be there consistently on a daily basis for parents to count on it. Mr. Mark Spitzmueller, Bald Eagle Water Ski Club Mr. Mark Spitzmueller and Ms. Tina Lobin were in attendance to continue to discuss the potential for the Bald Eagle Water Ski Show performing from the area intended to be Trailside Park off CSAH14 /Centerville Lake. While the Ski Club understands development of this area is not going to take place with the Trail Project due to budget constraints, they would still like to ski at the site if possible. 2 of 6
