Placement of Recycling Collection Container Per Request of City of Lino Lakes Administrator Larson stated that previously it was discussed that the City of Lino Lakes desired to place a recycling collection trailer in the fire hall parking lot in an attempt to achieve funding for their planned construction of a park near the corner of Centerville Road and Birch Street. Both cities felt that the park would be utilized by their respective residents. Administrator Larson stated that initially the request was discussed through the Centennial Fire District Steering Committee. Discussion was had regarding a written agreement responsibility for disposal of inappropriate material(s), length of time of placement, Centerville's desire to offer the same type of recycling opportunity, reciprocating offerings, recycling reporting and signage. Motion was made by Council Member Fehrenbacher, seconded by Council Member Paar to approve the placement of a recycling collection trailer in the fire hall parking lot for a period of one year with the City of Lino Lakes being responsible for disposal of inappropriate materials discarded at the same location and the City of Centerville receiving tonnage credit for items recycled. Council Member King opposed. Motion passed. 8. Recycling Incentive for 2012 Administrator Larson explained that SCORE (Select Committee on Recycling and the Environment) funds are obtained from haulers and the City is allotted an amount to foster recycling through programs and education. In the past, if any amount is unspent, those dollars have been returned to customers through a billing credit by the hauler. The amount is higher than the past, primarily due to savings provided for Cleanup/Recycling day. Staff is requesting that the hauler provide to residents a recycling incentive of approximately $10,000 if approved by Anoka County. Motion was made by Council Member Love, seconded by Council Member Paar to authorize the Recycling Incentive for 2012 in the amount of approximately $10,000 subiect to Anoka County's approval. All in favor. Motion passed unanimously. 9. Economic Development Project Administrator Larson reported that he has been continuing to work with a firm to construct a 20,000 square foot building or larger within the industrial park along Fairview Street, and has offered incentives agreed to by the Council at a closed meeting earlier this Page 6 of 7 6
