w m 3 <br /> Program Description <br /> Reference the Application Guide for required information for this section <br /> Many homes in Centerville are currently served by shallow wells that are subject to contamination. <br /> Residents in these homes do not have the benefit of a safe public water system. They do not receive <br /> the benefits of a fluoridated water supply and the attendant prevention of tooth decay that is a proven <br /> benefit of public water supplies in Minnesota. This project would pay the costs for low and moderate <br /> income residents in the City of Centerville to hook up to the City watermain in order to get onto City <br /> water in advance of the deadline. Again, this is a relatively high expense for a resident that does not <br /> have the means in which to pay for it. Non income qualified residents affected would be given the <br /> opportunity to connect at their own cost. <br /> Describe the need and urgency for the proposed project. Include the consequences if the project is <br /> not funded. <br /> As earlier stated, many homes are currently served by shallow wells that are subject to <br /> contamination. This project will provide the means for low and moderate income families to connect to <br /> city water. Also, homes with wells do not benefit from the fluoride added to the City water supply and <br /> are not privy to the benefits that fluoride provides teeth. "Over a lifetime, fluoride treated water costs <br /> less than the cost of one dental filling to repair on decayed tooth." (Today -Odom) Also, given the <br /> DNR's mandated change to conservation and conservation rates it would benefit the community to <br /> have everyone on City water in order to manage the amount of water used or at the very least the <br /> ability to track water consumption. <br /> Describe the organization's fiscal management including financial reporting and recording keeping. <br /> The City of Centerville utilizes a fund accounting system consisting of a General Fund, Debt <br /> Service Funds, Other Governmental Funds and Enterprise Funds. All accounts are reconciled on a <br /> monthly basis with financial reporting submitted to respective management in order to monitor line <br /> activity to budgeted amounts. The City goes through an annual audit and submits applicable financial <br /> and budget reports to the OSA annually. <br /> Anoka County CDBG Application <br /> �lJ <br />
