Planning and Zoning Commission <br />Meeting Minutes <br /> <br />December 4, 2012 <br />Commissioner Lee questioned whether it would be detrimental to allow parking on the grass or on <br />a crushed rock surface, given that Kelly’s has a crushed rock parking lot. It was pointed out that <br />Kelly’s predated the current zoning ordinance. Consensus was that the Code should be uniformly <br />applied for all new uses. <br /> <br />The Commission reviewed a draft permit prepared by Staff. Commissioner Larson suggested that <br />the draft permit be amended to limit the conditional use to the 1801 Main Street property, noting <br />that for the business to operate, they may have to add a small amount of pavement to the east side <br />of the parking lot. <br /> <br />Mr. Carl Buechler responded that the proposed permit conditions seem reasonable. <br /> <br />Motion by Commissioner Larson, seconded by Commissioner Koski to close the hearing on <br />the proposed Conditional Use All in favor. Motion carried unanimously. <br /> <br />Motion by Commissioner Larson, seconded by Commissioner Wood to adopt the draft <br />Findings and Decision with the stipulation that the permit only apply to Lot 1, the 1801 Main <br />Street address and that condition B be amended to limit vehicles for sale to two. All present <br />voted in favor. Motion carried unanimously. <br /> <br />TH <br />2. REZONING OF PROPERTY AT 7087 - 20 AVENUE from P-1 to B-1 <br /> <br />The proposal by the City of Centerville is to rezone the property to B-1 in order to conform with <br />the guided use for the property as contained in the 2030 Comprehensive Plan. The hearing was <br />opened to public comment, no one was present to speak with regard to the proposed rezoning. <br /> <br />Motion by Commissioner Wood, seconded by Commissioner Larson to close the hearing on <br />the proposed Conditional Use All in favor. Motion carried unanimously. <br /> <br />Motion by Commissioner Larson, seconded by Commissioner Koski to adopt the draft <br />Findings and Decision to approve the rezoning. All present voted in favor. Motion carried <br />unanimously. <br /> <br />III. APPEARANCES/ PRESENTATIONS <br /> <br />Mr. Charles Reinhardt, 1723 Meadow Lane, was present to request that the Planning and Zoning <br />Commission process a change in the City Code to allow chickens to be kept in residential areas of <br />the City. Mr. Reinhardt presented materials in support of his request, including ordinance <br />language from Anoka which allows up to four chickens to be kept at residences. <br /> <br />Consensus by the Commission was that Staff should survey area communities to see what others <br />have done in this regard, and to report back at the next meeting. <br /> <br /> <br />IV.OLD BUSINESS <br /> <br /> <br /> <br />None <br /> <br /> <br />V.NEW BUSINESS <br /> <br />Page 2 of 3 <br /> <br />
