CITY OF CENTERVILLE, MINNESOTA <br /> NOTES TO THE FINANCIAL STATEMENTS <br /> DECEMBER 31, 2012 <br /> Note 5: JOINT POWERS AGREEMENTS - CONTINUED <br /> B. Centennial Lakes Police Department <br /> The Centennial Lakes Police Department (the Department) was formed under the authority if Minnesota statutes 436.06 <br /> in 2005 by agreement of the member cities of Centerville, Circle Pines and Lexington. The Department was created to <br /> provide police protection services to its member cities. The Department is managed through a three tier system <br /> consisting of a Governing Board, an Operations committee, and a Chief of Police. The Governing Board consists of six <br /> members, two elected officials appointed by each member city. The Operations Committee is made up of the City <br /> administrators from each member city and the Chief of Police. The Chief of Police is appointed by mutual agreement of <br /> the City Councils of all member cities. Annual contributions required by each member city are calculated based on <br /> complaint history, population, and staffing formulas. Contributions made by member cities for 2011, the most recent <br /> data available, were as follows: <br /> City of Centerville $ 657,622 31.42 % <br /> City of Circle Pines 844,527 40.35 <br /> City of Lexington 590,855 28.23 <br /> Total $ 2,093,004 100.00 % <br /> C. Summary financial information of the joint powers agreements entities <br /> The contribution to the joint fire district and the joint police commission are reflected as expenditures in the City's <br /> General fund. The fire district and police commission's assets, liabilities, equity and operations are excluded from the <br /> City's financial statements as further explained in note IA. <br /> The following information is from the financial statements of the District and the Department as of December 31, 2011, <br /> the most recent audited information available at the time of this report. The amounts reported for the District are those <br /> presented in its government -wide financial statements. These financial statements are available for viewing at the <br /> Centerville City hall. <br /> Centennial <br /> Centennial Lakes Police <br /> Fire District Department <br /> Total assets $ 1,524,637 $ 639,519 <br /> Total liabilities 109,146 277,433 <br /> Total net position 1,415,491 362,086 <br /> Total revenue 946,966 2,177,017 <br /> Total expenses 818,638 2,248,355 <br /> Volunteer firefighters of the District are members of the Centennial Firefighter's Relief Association (the Association). <br /> The Association is a single - employer pension plan (the Plan) that operates under the provisions of Minnesota <br /> statutes 69 and 424, as amended. It is governed by a board of six officers and trustees elected by the members of the <br /> Association for three -year terms. The ex- officio, non - voting members of the Board of trustees are two representatives <br /> from the Centennial Fire Steering Committee and the Fire Chief of the District. <br /> The Association issues a publicly available financial report that includes financial statements and required supplementary <br /> information.
