They argue that the city should accept the <br /> payment now so they can pay some of the large cost to connect, reducing the large <br /> outlay when they finally hook on to water. On the negative side, the possible <br /> increase in the connect fees provides some incentive to connect sooner rather than <br /> later. <br /> 4. <br /> Recommendation: I suggest that we continue the policy of not accepting <br /> connection fees until the property is hooked on.
