improvement, but the council wishes to have more detailed cost information to <br />make a final decision. <br /> <br />h.Sidewalks and trails. County is not planning any trail construction, but will <br />replace any trails or sidewalks that are impacted by the project. Consensus <br />was that new trails or sidewalks would not be requested with the project. <br /> <br />2.Sale of city property on Peltier Lake, purchased from Anoka County <br /> . <br /> <br />Administrator Larson asked the Council how they would like to proceed to sell the <br />property acquired from Anoka County. It was suggested that the city might solicit <br />proposals to build a minimum value home as a condition of sale. Consensus was to <br />proceed without a realtor, by directly soliciting builders in the area to submit proposals, <br />and to put a “For Sale” sign on the property. <br /> <br /> <br />3.Outlot E, Pheasant Marsh. Allowed uses. <br /> <br /> <br />Administrator Larson requested clarification on how adjoining property owners are to be <br />allowed to use Outlot E in Pheasant Marsh. The neighboring property owners attended <br />the meeting on November 14, 2012, to complain of the condition of the property, and <br />volunteering to do some maintenance if they would be permitted use of the lot. Larson <br />expressed concern that to allow dumping of leaves and lawn clippings on the property <br />opens the door to others in the city to do the same. This has caused problems in other <br />areas of the city where dumping interfered with drainage. Consensus was that the <br />neighbors should be allowed to mow the lot, if they wish, and may remove any stumps <br />but would not be allowed to dump anything on the property and would not be permitted <br />to cut trees. The City will not treat the property as a typical park but more like a nature <br />area where access will be allowed, but the city will do only minimum maintenance. Staff <br />will convey this information to the neighborhood. <br /> <br /> <br />4.Business Outreach Survey. <br /> <br /> <br />Council reviewed a staff summary of the Business Outreach Survey completed by the <br />Council last summer. Some of the items that the council will consider for future follow- <br />up are: <br /> <br /> <br />a.Flashing yellow left-turn arrow. A business has requested that Anoka <br />th <br />County modify the traffic signal at 20 Avenue and Main Street to allow <br />left turns on a flashing yellow left turn signal. Anoka County is warming <br />to this idea and this may be possible in the future. <br /> <br />b.Business Directory. While it was clear that most business wanted to be <br />included in a business directory, the cost is a significant factor. The <br />directory can continue on the City’s website without significant cost, but <br />printing and mailing a paper copy to all the residents may not be the best <br />use of city resources. Focusing more resources on the internet might be <br />considered. <br /> <br />
