City Council 2013 -08 -14 9:05 p.m. <br /> Minutes of Work Session <br /> Present were Mayor Tom Wilharber, Council members Jeff Paar, Steve King, and D <br /> Love. Absent was Council member Ben Fehrenbacher. <br /> Budget. Administrator briefly reviewed the budget, noting that Fire and Police budgets <br /> as approved by Council tonight, require a slightly lower contribution from the city than <br /> estimated previously. The overall budget now has a surplus of revenue over expenditures <br /> of about $9,500 and the city is levying the maximum permitted by law for the general <br /> fund. The bond levy is the same as last year, but this is outside the levy limit, so this use <br /> could be raised if needed. It is possible that the bond levy will need to be raised to <br /> provide some funds for the Commerce Drive bond fund. Administrator Larson will <br /> provide a written copy of the budget for the next meeting along with some <br /> recommendations on the levy for bonds. The preliminary levy must be set at the first <br /> meeting in September and cannot be raised after that point. <br /> Street Paving and Overlay Program. Council reviewed the list of streets on the <br /> schedule for mill and overlay in 2014. The total estimated cost is about $450,000. If the <br /> Council would specially assess $500 per lot, approximately $85,000 would be raised, <br /> giving the program added revenue and greater likelihood that all of the streets could be <br /> included when needed. Council discussed the issue of special assessments, noting that <br /> they had conveyed to homeowners that the program would not have special assessments. <br /> The majority present felt that special assessments should not be used in conjunction with <br /> the mill and overlay program and that either the levy would need to increase to provide <br /> adequate funding, or streets would need to be delayed as necessary to balance the <br /> available funds. <br /> Council discussed the CDBG grant and how watermain might be constructed in Royal <br /> Meadows. Engineer Statz felt that the watermain would be difficult to construct in the <br /> front without taking up at least half of the street and curb on one side. Installing in the <br /> rear yard may be possible, but additional easements would be needed from all of the <br /> property owners and this scenario would make maintenance more difficult. He felt tha <br /> there is not room to construct the watermain in the boulevard. Concensus was that the <br /> watermain should be constructed in the street. A feasibility study would be the next step <br /> to ascertain the best means of constructing the improvement. <br /> It was noted that improvements to Centerville Road and to 21" Avenue would also be <br /> needed in 2014. The exact city share of Centerville Road is not known yet, but a new cost <br /> estimate should be received soon. 21" Avenue would be 100% assessed, but the city <br /> would need to finance the improvement. <br /> The meeting was adjourned at 10:00 p.m. <br /> Dallas Larson, Administrator <br /> 9 <br />
