City of Centerville <br /> Council Meeting Minutes <br /> August 14, 2013 <br /> individuals that utilize the facilities regarding usage requirements and potential for police <br /> action if unpermitted usage is taking place. <br /> Council Member King requested that insurance requirement language be added to <br /> Section 92.34. Lengthy discussion ensued regarding such language; deposit amounts; <br /> permit denial procedures, 400 participants or more, wet conditions, etc.; notification of <br /> the Public Works Director; and procedural issuance requirements. <br /> Motion by Council Member Paar, seconded by Council Member Love to adopt <br /> Ordinance #66, Second Series Amending City Code Chapter 92 Relating to Permits <br /> for Use of Parks as presented. All in favor. Motion passed unanimously. <br /> VIII. NEW BUSINESS <br /> 1. Consider Reestablishing Board of Review & Equalization vs. Open Book Process <br /> (Board of Review Requires Training of One or More Members of Council) <br /> Administrator Larson stated that up until last year, the City Council has served as the <br /> community's Board of Review & Equalization; however, due to missed training, Anoka <br /> County relieved the City of those duties and served the residents of Centerville through <br /> an "Open Book Process ". Administrator Larson stated that this process is being utilized <br /> by several Cities within the County, does not allow ease of access to residents due to the <br /> County's location and allows for the City's inability to work with the resident regarding <br /> their concerns. Administrator Larson questioned the direction Council desired to take <br /> with regards to completion of the required training needed to reinstate the Council's <br /> authority to serve as the Board of Review & Equalization or continue with the "Open <br /> Book Process ". Consensus of the Council was to continue to act as the Board of Review <br /> & Equalization, have several members trained due to election terms and Council <br /> Members Fehrenbacher, Love and Paar volunteered to participate. <br /> 2. Approve Two (2) Year Extension of Shoreland Use Agreement w /St. Paul <br /> Regional Water Service — Trailside Park <br /> Administrator Larson stated that the Bald Eagle Waterski Club utilizes Centerville Lake <br /> in this area for the Thursday evening performances from July through August. Many <br /> spectators of the event utilized Trailside Park which abuts the shoreline property. <br /> Administrator Larson stated that several years ago the City requested a proposal from the <br /> Regional Water Service to purchase the property; however, the price exceeded funding <br /> available and there was concerns of the value of the property due to its size and inability <br /> for development. Administrator Larson suggested that if Council desired he would <br /> commence negotiations during the extended use agreement. <br /> Motion by Council Member King, seconded by Council Member Paar, to approve to <br /> presented Amendment to the Shoreland Use Agreement w /St. Paul Regional Water <br /> Services (2 Years).
