City of Centerville <br /> Council Meeting Minutes <br /> October 9, 2013 <br /> Motion by Council Member Love, seconded by Council Member Paar, to allow the <br /> monument sign to be replaced at the County's expense with the understanding that the <br /> residents are responsible for maintaining it. All in favor. Motion passed. <br /> Ms. Golden expressed her appreciation for Council's consideration of the item. <br /> VI. AWARDS /PRESENTATIONS /APPEARANCES <br /> 1. Mr. Doug Fisher and Mr. Curt Kobilaresik, Anoka County Highway Department — <br /> Centerville Road/CSAH21 <br /> Mr. Fisher, updated the Council on the progress of the project by stated that two (2) open <br /> houses had been held to obtain input from concerned residents. Mr. Fisher expressed the <br /> County's apologizes for the second open house's mailing error. <br /> Mr. Fisher stated that the County originally intended on completing a mill and overlay from <br /> CSAH14/Main Street to Birch similar to what was completed south of Birch Street, <br /> however, the City requested more extensive improvements, including that several ditches be <br /> filled, storm drains, trail and municipal services be installed at the same time allowing for <br /> cost sharing and savings. Mr. Fisher stated that several residents have express concerns <br /> regarding losing trees and the additional turn lanes that were originally proposed. Mr. <br /> Fisher stated that since the first public input meeting the County has removed left turn lanes <br /> from two intersections from the original proposal and feels strongly that they should be <br /> installed at Dupre Road and Meadow Lane /St. Genevieve's Community Parish Center for <br /> safety concerns. Mr. Statz concurred. Mr. Fisher requested that an additional input meeting <br /> be scheduled for October 24, 2013 from 4:30 to 6:30 p.m. Council concurred. <br /> Council Member Love questioned who would be financially responsible for turn lanes if <br /> additional development occurred and they were required by the County. Mr. Fisher stated <br /> that the developers if contained in a developer's agreement with the City and dependent <br /> upon the amount of homes installed. <br /> Motion by Council Member Fehrenbacher, and seconded by Council Member Paar, <br /> give preliminary approval to the plan which can be presented at the next public open <br /> house. All in favor, Council Member King opposed. Motion carried. <br /> VII. OLD BUSINESS <br /> 1. Lakeland Hills Monument Sign (Update) <br /> Previously discussed. <br /> 2.
