City of Centerville <br />Council Meeting Minutes <br />October 9, 2013 <br /> a. Adopt Res. #13-021 – Accepting Report & Scheduling a Public Hearing <br /> on Improvement <br /> <br />Engineer Statz briefly reviewed the updated feasibility study. Council consensus was that <br />Option 2A, Directional drill the installation of the water main in the boulevard with <br />installation of water services to the homes of those who desire to connect. <br /> <br />Council Member King questioned the costs to be assessed to those residents that did not <br />qualify for grant assistance and stated that he surveyed 15 homeowners who stated they did <br />not desire to connect to municipal water. Administrator Larson stated that 19 homes <br />qualified for grant funding with 15 homes not qualifying and three not responding. <br />Administrator Larson stated that several homes were in foreclosure. Administrator Larson <br />stated that those that did not qualify would have an opportunity to pay for the assessment up <br />front or be assessed on their property taxes for a period of 10 years, if they wish to connect <br />at this time. Administrator Larson stated that it would be advantageous to the property <br />owner connect at the same time as the project. <br /> <br />Administrator Larson stated that the project would commence in 2014 and that a public <br />hearing needed to be scheduled to continue the process. November (11-13-13). <br /> <br />Motion by Council Member Love, seconded by Council Member Fehnrenbacher, to <br />Adopt Res. #13-021 – Accepting Report & Scheduling a Public Hearing for November <br />13, 2013 for the Royal Meadows Utility Improvement Project as presented. All in <br />favor. Motion passed. <br /> <br />3. Ord. #68, Second Series – Fee Schedule 2014 – Tabled from Previous Meeting <br /> <br />Administrator Larson stated that minimal modifications were made and a brief discussion <br />was held in regards to the fee schedule. Mayor Wilharber felt that several fees were high <br />compared to surrounding communities. Council member Paar suggested that the Council <br />spend some time at a future meeting to discuss fees. <br /> <br />Motion by Council Member Paar, seconded by Council Member Fehrenbacher, to <br />Adopt Ord. #68, Second Series – Fee Schedule 2014 as presented. <br /> <br />Discussion ensued regarding additional consideration prior to 2014. <br /> <br />All in favor. Motion passed. <br /> <br />VIII. NEW BUSINESS <br /> <br />1. Res. #13-022 – Authorizing City Participation in Resolving Private Storm Drainage <br />Problems <br /> <br />Administrator Larson stated that the proposed resolution puts into place a policy that allows <br />staff to work with property owners to resolve issues that affect a number of properties. <br />Page 4 of 6 <br /> <br />
