City Council 2013- 11/13/2013 10:15 p.m. <br /> Minutes of Work Session <br /> Present were Mayor Tom Wilharber, Council members Jeff Paar, Steve King, Ben <br /> Fehrenbacher and D Love. Also Present were Public Works Director, Paul Palzer and <br /> Engineer Mark Statz. <br /> Street Paving and Overlay Program. Council considered the list of streets on the <br /> schedule for mill and overlay in 2014. The majority did not favor special assessing any <br /> of the cost. It was suggested that the project be designed and bids received before making <br /> the final decision on special assessments. If the costs come in higher than anticipated, it <br /> may be necessary to consider special assessments. Consensus was that the engineer <br /> should submit a proposal for engineering services and a resolution prepared to authorize <br /> design and bidding. <br /> Staffing. Administrator Larson advised council that he tentatively plans to retire on <br /> September 1, 2014, barring any unforeseen events. He indicated that he would consider a <br /> phased retirement plan if Council was interested in that. Council considered whether <br /> they should hire a full -time finance director with the expectation that person would be <br /> groomed to take over in a year or so. It seems unlikely that the city could operate with a <br /> part-time administrator and at the same time a part-time finance director. Due to the late <br /> hour, the matter was tabled for discussion at a future meeting. <br /> Centennial Fire District Joint Powers Agreement. Council Member Paar reported <br /> that the Steering Committee agreed to bring back to the council the possible amendment <br /> of the JPA requested by Lino Lakes to grant voting power that is proportionate to its cost <br /> share. Members expressed concern that if a single city has a majority vote, Centerville <br /> would only be buying service, if it agreed to such a proposal. Other more limited changes <br /> to the voting were discussed. It was noted that in the past ten years there were only a few <br /> of votes where decisions were not unanimous, and there was only one vote where both <br /> representatives of a city were on the losing end of a vote. Information was presented on <br /> the voting structure of other joint fire departments and it was noteworthy that not a single <br /> agreement gave the majority vote to one city. Consensus was that the JPA had <br /> functioned well for several decades and it should not be changed, however the council <br /> was open to continuing to discuss the matter. <br /> The meeting was adjourned at 11:20 p.m. <br /> Dallas Larson, Administrator <br /> 8 <br />
