City of Centerville <br /> Council Meeting Minutes <br /> November 13, 2013 <br /> Council Member Love asked Engineer Statz whether a homeowner could hire their own <br /> contractor if they did not qualify. Engineer Statz stated that they could; however, they <br /> would need to secure approval for specially assessing the costs from Council. <br /> Motion by Council Member Fehrenbacher, seconded by Council Member Paar to <br /> approve Res. #13 -026 – Ordering Improvement of Water – (Royal Meadows <br /> Development) as presented. All in favor. Motion passed. <br /> 2. Res. #13 -027 – Adopting Delinquent Sewer, Water & Garbage Services <br /> Administrator Larson stated that this is a routine item that allows the City to certify for <br /> collection with taxes, unpaid delinquent water /sewer and garbage services. <br /> Motion by Council Member Love, seconded by Council Member Fehrenbacher, to <br /> approve Res. #13 -027 – Adopting Delinquent Sewer, Water & Garbage Services. <br /> All in favor. Motion passed. <br /> 3. Planning & Zoning Commission Report and Recommendation Approving an Interim Use <br /> Permit (IUP) for Rehbein Properties (DBA Rehbein's Black Dirt) to Operate a Black Dirt <br /> Processing Business at 21 Avenue South of Clearwater Creek. <br /> Administrator Larson stated that Planning and Zoning Commission recommends to <br /> Council that the standards for granting an Interim Use Permit have been met and <br /> recommends that they approve the permit subject to the conditions contained in the draft <br /> IUP. Dirt is processed with soil additives and then hauled back out. In addition, it is <br /> proposed to haul in compactable soil the will be used on the site to correct soil <br /> deficiencies prior to development. This permit uses maybe considered within the District <br /> I -1, however condition may be imposed to mitigate any adverse impacts. <br /> Council Member Love stated that the Planning & Zoning Commission placed stipulations <br /> in the permit that addressed height requirements of the piles, access limitations, and the <br /> length of the permit. Council Member Love stated that the current business has been <br /> operating without problems. <br /> Motion by Council Member Love, seconded by Council Member King, to approve <br /> an Interim Use Permit (IUP) for Rehbein Properties (DBA Rehbein's Black Dirt) to <br /> Operate a Black Dirt Processing Business at 21 Avenue South of Clearwater Creek <br /> as presented. All in favor.
