City of Centerville <br />Council Meeting Minutes <br />January 8, 2014 <br />Consensus of Council was that all positions remain substantially the same as last year with the <br />exception of adding Mr. Nick Twohy as a Parks & Recreation Committee Member. <br /> <br />Motion by Council Member Love, seconded by Council Member Paar, to approve Res. #14- <br />003 – Authorizing Appointments for 2014. All in favor. Motion passed. <br /> <br />4. Massage Parlor/Sauna Licensing & Massage Therapist Licensing ~ Ms. Krista Swedberg <br />(Balmer)/Schlavin Chiropractic Subject to Successful Background Check by Centennial <br />Lakes PD & Other Licensing Requirements <br /> <br />Administrator Larson stated that the applicant is lacking some required documentation and the <br />Police Department’s completion of the background check. Administrator Larson felt that all <br />appropriate documentation and the background check should be received within the next week. <br /> <br />Motion by Council Member King, seconded by Council Member Paar, to approve the <br />Massage Parlor/Sauna Licensing & Massage Therapist Licensing for Mr. Krista Swedberg <br />(Balmer/Schlavin Chiropractic subject to all requirements being met. All in favor. Motion <br />passed. <br /> <br />5. Authorize Submission of 2014 Pay Equity Report <br /> <br />Administrator Larson stated that the City is required to submit a Pay Equity Report every other <br />year to the State and then they will determine whether the City is in compliance with current law. <br /> <br />Motion by Council Member Paar, seconded by Council Member Love, to Authorize Staff <br />to Submit the 2014 Pay Equity Report as presented. All in favor. Motion passed. <br /> <br />6. Res. #14-004 – Modifying Date to Receive Bids on Improvement <br /> <br />Administrator Larson stated that the presented resolution modifies the bid date by several days <br />allowing for splitting the materials and labor and services assisting in the City’s ability to utilize <br />sales tax exemptions on particular items. Engineer Statz stated that the modification would not <br />delay the project. <br /> <br />Motion by Council Member King, seconded by Council Member Paar, to approve Res. #14- <br />004 – Modifying Date to Receive Bids on Improvement as submitted. All in favor. Motion <br />passed. <br /> <br />7. Consider Joint Powers Agreement for Intervention in White Bear Lake Water Level <br />Lawsuit <br /> <br />Lengthy discussion took place regarding entering into a Joint Powers Agreement associated with <br />the Intervention in the White Bear Lake Water Level lawsuit that is pending. Legal Counsel <br />Glaser stated that becoming a part of the agreement would give the City a voice in the <br />importance of current infrastructure, potential financial burdens placed on new infrastructure that <br />could be proposed, language contained in the Joint Powers Agreement allowing for withdrawal <br />Page 4 of 5 <br /> <br />
