The City members to the Group have prepared their wellhead <br /> protection plans in accordance with Minnesota Rule §4720.5130 and wish to implement the <br /> common elements of their plans jointly in an efficient and cost - effective manner. Anoka County <br /> is committed to enhancing water resources protection and public health and finds it in the <br /> County's interest to facilitate the joint efforts of the Cities. <br /> The original agreements executed by City Councils and the Anoka County Board of <br /> Commissioners are on file with the Anoka County Attorney's Office. Copies of the executed <br /> agreements are available from Anoka County Environmental Services section Manager the <br /> Group "facilitator ". <br /> The purpose of the Anoka County Municipal Wellhead Protection Group is to: <br /> 1. Implement common elements of their wellhead protection plans; <br /> 2. Establish joint user group to address activities related to their agreement; <br /> 3. Authorize Anoka County to act as facilitator and agent contracting for services or applying <br /> for grants; <br /> 4. Allocate costs; and <br /> 5. Receive and disburse grants. <br /> The JPA authorizes the Group to: <br /> 1. Investigate methods and costs to jointly implement wellhead protection activities; <br /> 2. Determine process in which joint wellhead protection activities will be implemented; <br /> 3. Request consultant(s) qualifications and proposal to implement the Group's work plan; <br /> 4. Seek grants and other methods to fund implementation of the Group's activities; and <br /> 5. Establish the apportioned cost for each City to jointly implement their wellhead protection <br /> plans. <br /> Anoka County provides services to the Group: <br /> • The Anoka County Environmental Services unit will facilitate and assist the Group in the <br /> conduct of its affairs; <br /> • The County shall serve as fiscal agent for he Group for the purpose of receiving and <br /> dispersing fund as authorized be the Group and entering into contract or grant applications <br /> on behalf of the Group. <br /> • The County shall maintain records and documents related to Group's matters. <br /> • Contracts and grant applications made pursuant to this agreement shall be made by the <br /> County and conform to requirements applicable to the County. <br /> The Anoka County Municipal Wellhead Protection Group is formed under Minnesota Statute 471.59 <br /> /I/- <br />
