CALL TO ORDER. The meeting was called to order at 6:30 p.m. <br /> 1. Roll Call <br /> 11. APPEARANCES - None <br /> 111. PUBLIC HEARINGS - None <br /> IV. OLD BUSINESS - Reconsider Findings and Decision on Interim Use Permit - <br /> Rehbein Black Dirt <br /> Administrator Larson reported that DNR had finally offered comments on the proposed <br /> Interim Use Permit. He had asked them back in August, 2013, whether they had concerns <br /> about continuing of the black dirt operation, and they responded "no" at that time. <br /> However, their recent reply was that the location in the floodway would be a potential <br /> problem and that the operator should provide a "No Rise Certificate" indicating that the <br /> use in the floodway would not cause an unacceptable increase in flood stage upstream. <br /> Larson met with Mr. Rehbein who stated that he would rather move the dirt pile out of the <br /> floodway than spend the money on an engineer to do the "Certificate." The revised <br /> Interim Use Permit gives Rehbein the option of supplying the "No Rise Certificate" or <br /> moving the pile out of the floodway, but either way must complete his choice by July 1, <br /> 2014. DNR is okay with the revised language in the permit. <br /> Motion by Commissioner Wood, seconded by Commissioner Lee to adopt the findings and <br /> recommendation in favor of the interim use permit as revised and recommending the IUP <br /> with the changes noted.
