RESOLUTION #14 -017 <br /> A RESOLUTION PETITIONING RCWD FOR ASSISTANCE WITH FLOOD <br /> PLAIN STUDY <br /> WHEREAS, the Federal Emergency Management Agency (FEMA) has undertaken a <br /> study to update flood insurance rate maps (FIRMs) for Centerville as well as other parts <br /> of Anoka County, and <br /> WHEREAS, Rice Creek Watershed District completed a flood study in 2011 which <br /> shows flood protection elevations along portions of Clearwater Creek should be as much <br /> as four feet lower than the findings of FEMA, and <br /> WHEREAS, the lowered regulatory elevations if accepted by FEMA could save <br /> Centerville property owners and residents thousands of dollars in flood insurance <br /> premiums as well as substantially lower development costs for unimproved properties <br /> near Clearwater Creek, and <br /> WHEREAS, FEMA has indicated that it may be able to use the RCWD study findings, if <br /> certain additional work is completed and the data is submitted, and <br /> WHEREAS, RCWD, apparently believing that it may be burdensome on staff to <br /> participate with the city, has been reluctant to assist the city with securing the additional <br /> work requested by FEMA, even though the most cost effective way of gathering the <br /> required data would be to have RCWD consultant engineers do the additional work. <br /> NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF <br /> CENTERVILLE, MINNESOTA, <br /> 1. The City hereby petitions the Board of Managers of Rice Creek Watershed <br /> District to assist in securing the additional engineering work to sustain the <br /> regulatory flood elevations of RCWD's previous study. <br /> 2. The City would enter into a written agreement to pay consultant fees to do the <br /> additional flood plain study and would reimburse reasonable costs incurred by <br /> RCWD for its assistance. <br /> Passed by the City Council of the City of Centerville this 12th da o f March, 2014. <br /> Tom Wilharber, Mayor <br /> Attest <br /> Teresa Bender, City Clerk <br />
