<br />Anoka County will be building a portion of the Chain of Lakes-Bald Eagle Regional Trail in
<br />2014/15 as part of a road reconstruction project along CSAH 21 between Dupre and
<br />Heritage Streets in Centerville. Refer to Figure 3 for extent of trail construction. The
<br />draft layout for the project is illustrated in the Appendix of this report. Any additional
<br />right of way needed for this reconstruction project will be acquired as part of the road
<br />project and will not be considered for reimbursement through a future Metropolitan
<br />Council’s Regional Parks Capital Improvement or Parks and Trails Legacy grant funding
<br />request.
<br />The remaining proposed trail will be completed when the rest of Centerville Road south
<br />of Dupre Street is reconstructed and expanded. Right of way acquisition for this
<br />segment of the trail would affect 22 parcels. A list of potentially affected parcels is
<br />shown in Table 1. Straight right of way acquisition is estimated to be $294,000, but, once
<br />this Master Plan is approved, the County will work with the cities to require future
<br />development of these parcels to include enough rights of way for the trail or to provide
<br />trail easements across the parcels to keep acquisition costs to a minimum. While it is not
<br />anticipated that right of way or easement acquisition will be an issue, if the small
<br />
<br />amounts of right of way or easement cannot be dedicated when development occurs or
<br />acquired, the County would then purchase the entire impacted parcel, designate the
<br />needed right of way and sell the remainder of the parcel at market value. If whole parcel
<br />acquisition is required, the estimated cost is approximately $4,367,800 based on the
<br />current assessed value for 2014. Market rate appraisals have not been conducted to
<br />date, but will be conducted prior to any acquisition or funding request to the
<br />Metropolitan Council.
