<br />There may be some cost savings on this estimate, if this trail can be constructed as part <br />of a future roadway reconstruction project or if right of way can be dedicated as part of <br />the future parcel development. <br /> <br />The schedule for construction of this trail will depend on right of way acquisition, <br />roadway reconstruction, future development along the trail corridor and funding <br />availability; therefore, no schedule for trail development has been determined. The Parks <br />and Recreation Department will continue to work with local cities and the Anoka County <br />Highway Department to implement this trail as development and redevelopment occurs. <br />Conflicts <br />Conflicts related to trail redevelopment will be kept to a minimum through proper <br />planning and community involvement. With any new development or redevelopment in <br />existing residential areas, there are common concerns among the area residents that are <br />adjacent to the trail. <br /> <br /> <br />One of these concerns is the effect the increased usage of the trail will have on their <br />safety, security and privacy. Generally, regional trails in the metropolitan area do not <br />have a high number of criminal activities related to use. A typical concern is vandalism <br />and damage to vehicles. The County provides Park Ranger patrols and works with the <br />local police and the Anoka County Sheriff’s Office to ensure the regional trails are safe <br />and secure. <br /> <br />Privacy is also a concern and Anoka County typically works with affected residents to <br />minimize the perceived impacts. Because the majority of the trail is adjacent to county <br />roads, development of this trail will most likely occur when the roadways are upgraded <br />and resident concerns regarding the trail can be addressed with any concerns regarding <br />the roadway construction. Anoka County does not anticipate there to be conflicts with <br />the area residents. If issues do arise, a variety of methods for mitigation techniques can <br />be utilized, with the best methods being determined by Anoka County. <br />Conflicts between pedestrians and vehicular traffic will be kept to a minimum by working <br />with the County Highway Department and the local cities to ensure safe crossings at road <br />intersections and driveways for pedestrians and bicyclists. In addition, signing along the <br />trail will alert users of potential conflict areas, i.e. street crossings, driveway crossings, <br />pedestrian cross-traffic, etc., and will provide way-finding and interpretive information. <br /> <br />12 <br /> <br />
