City of Centerville <br />Council Meeting Minutes <br />February 26, 2014 <br />Motion by Council Member Love, seconded by Council Member Fehrenbacher to approve <br />the minutes of the February 12, 2014 City Council Meeting as presented. All in favor. <br />Motion passed. <br /> <br />V. CONSENT AGENDA <br /> <br />1. Centennial Police Department Claims through February 13, 2014 (Check #9778-9810) <br />3. Centennial Fire District Claims through February 10, 2014 (Check #6205-6267) <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar to approve <br />the Consent Agenda as presented. All in favor. Motion passed. <br /> <br />VI. AWARDS/PRESENTATIONS/APPEARANCES <br /> <br />1. None. <br /> <br />VII. OLD BUSINESS <br /> <br />1. Res. #14-0XX – Awarding Bids ~ Royal Meadows Improvement Project (Watermain) <br /> Materials & Labor <br /> <br />Administrator Larson stated that there were two components to the watermain project; materials <br />and labor with additional costs for engineering, legal and administrative fees. Administrator <br />Larson felt that the total project cost would be approximately $409,000. Administrator Larson <br />stated that the majority of property owners qualify for grant funding; however, there will not be <br />enough grant funding to cover all watermain costs. Lengthy discussion ensued regarding <br />offering residents reduced fees to connect at the time of the project, average cost of Center Street <br />Street/Water Improvements ($15,000), length of assessment similar to Center Street/Water <br />Improvement (15 years), high density area in Wellhead Protection Zone, 6” water main <br />installation rather than 8” required in other larger developments, sunset date of 2021 for <br />mandatory connection to municipal service, no assessments unless resident chooses to connect, <br />City’s portion of project being funded from the water enterprise fund and its adequate balance, <br />process for public input and awarding the project. <br /> <br />Consensus of Council was to provide an opportunity to residents to obtain input by holding a <br />public hearing at the March 26, 2014 Council Meeting <br /> <br />Motion by Council Member Fehrenbacher, seconded by King to approve Res. #14-010- <br />Calling for A Public Hearing at the March 26, 2014 Meeting on the Royal Meadows <br />Improvement Project as presented.
