To: Attorneys of; <br /> Anoka, Champlin, Andover, Bethel, Circle Pines, Centerville, Lino Lakes, Coon Rapids, <br /> Columbia Heights, Hilltop, East Bethel, Fridley, Ham Lake, Lexington, Oak Grove, <br /> Ramsey, Nowthen,St. Francis,Spring Lake Park, Blaine, Mounds View, Linwood <br /> From: Harlan Lundstrom, President Anoka County Fire Protection Council <br /> Date: May 23, 2014 <br /> Re: Anoka County Fire Protection Council creation of JPA& bylaws <br /> The Anoka County Fire Protection Council was never formed as a legal entity and the time has now come <br /> to where it is needed. The two major reasons for forming the JPA is the ability to enter into contracts <br /> for the new CAD/RMS project and the Fire Training Academy along with other programs sponsored by <br /> the Council. <br /> The Anoka County Attorney, Tony Palumbo drafted the framework of the JPA along with Ramsey Fire <br /> Chief Dean Kapler,Andover Fire Chief Dan Winkel, and Spring Lake Park, Blaine, Mounds View Deputy <br /> Fire Chief Harlan Lundstrom. The first draft of the JPA was sent out and then revised based on the <br /> comments that were returned. The second draft was once again sent out which is currently where we <br /> are at. We had consensus at our last meeting that we seek one of you to take the lead on finalizing the <br /> JPA and the bylaws. We have received responses from 50%of the attorneys on the last draft of the JPA <br /> that have no further comments. There are some that do still have concerns and because of this we are <br /> looking for one of the city attorneys to take the lead on finalizing the documents. <br /> The first draft of the bylaws have been written by the same committee minus Mr. Palumbo. The bylaws <br /> also need to be reviewed. <br /> We are under a tight timeline for completion of the JPA since it impacts the$8,000,000 County <br /> Computer Aided Dispatch and Records Management System. The timeline is; <br /> • June 6—deadline for comments <br /> • July 1—Final Documents <br /> • July 31— Anoka County Fire Protection Council Meeting Approval <br /> • September 1—Signatures from all cities/townships <br /> Ideally with having the approval of all the attorneys the city councils will sign off on the JPA without any <br /> further delay. <br /> If you have any comments or questions please contact me at hlundstrom@sbmfire.com or call 763-786- <br /> 4436. <br /> 11 <br />
