Article IV <br /> Duties of Officers <br /> Section 1. Chair's Duty <br /> It shall be the duty of the Chair to attend and preside at all meetings of both the <br /> ACFPC and the Board of Directors. The Chair shall enforce the due observance <br /> of these bylaws and see that the officers and committees properly perform the <br /> duties assigned to them. The Chair shall function as the ACFPC's executive <br /> person, shall perform all duties incidental to that position, and shall exercise a <br /> careful supervision over the business affairs of the ACFPC. The Chair shall sign <br /> all papers requiring the signature of the ACFPC's executive person. <br /> The Chair shall serve without bond and shall receive no salary from the ACFPC <br /> for services and efforts as Chair. <br /> Section 2. Secretary's Duty <br /> It shall be the duty of the Secretary to keep a true and accurate record of the <br /> proceedings of all meeting of both the ACFPC and the Board of Directors within <br /> the County Records Management System and to provide a timely copy of all <br /> such minutes to members of the ACFPC. The Secretary shall cause a due notice <br /> of both all regular meetings of the ACFPC and all meetings of the Board of <br /> Directors to be given to members of the ACFPC. <br /> The Secretary shall keep separate from the minutes of the ACFPC meetings, a <br /> roll of membership in the ACFPC and a current copy of the Joint Powers <br /> Agreement and Bylaws of the organization. The records of the Secretary shall be <br /> open to the inspection by the Board of Directors at reasonable times. <br /> The Secretary shall serve without bond and shall receive no salary from the <br /> ACFPC for services and efforts as Secretary. <br /> Section 3. Treasurer-Vice Chair Duty <br /> It shall be the duty of the Treasurer-Vice Chair to receive all monies belonging to <br /> the ACFPC and hold them subject to both these bylaws and the action of the <br /> ACFPC at its official meetings. The monies may be held in any combination of a <br /> checking account, a passbook savings account, or Certificates of Deposit. <br /> Appropriate oversight of financial records shall be kept by the Treasurer-Vice <br /> Chair of all monies received, transferred, and/or disbursed, and a current <br /> financial report shall be available at both regular meetings of the ACFPC and <br /> meeting of the Board of Directors.
