City of Centerville <br />Council Meeting Minutes <br />July 23, 2014 <br />IX. NEW BUSINESS <br /> <br />1. Review Proposal by Mr. Richard Fursman, Brimeyer/Fursman ~ Assist with Recruitment <br /> of New City Administrator <br /> <br />Mr. Fursman introduced himself to Council and provided a budget along with a calendar <br />showing specified dates/timeline for filling Administrator Larson position following retirement. <br />Mr. Fursman stated that he had just returned from being outside of the Country and thanked <br />Council for their patience. Mr. Fursman stated that it is an aggressive timetable and that he <br />would like to have a pool of 15 candidates for Council to consider and will report to the <br />Administrator the outcome of those candidates. Mr. Fursman felt that he would provide a <br />progress report to Council slightly following August 25, 2014 and Council and Staff could <br />meeting with the top 4-5 candidates. Mr. Fursman stated that he proposed holding interviews <br />with these candidates September 12 and 13, 2014 and have a new Administrator on board by <br />October 1, 2014 (Mr. Larson’s retirement date). <br /> <br />Council Member Fehrenbacher felt that it was important for Staff to meet with candidates. <br /> <br />Mr. Fursman felt that a scaled back search proposal was fitting due to the immediate position <br />vacancy, financial concerns, most undesirable candidates would not make the finalist phase and <br />rather large pool of executives to draw from so he was proposing $10,000 for the search fee and <br />an additional $2,750 for expenses such as copies, supplies, mileage and advertising. Mr. <br />Fursman stated that on the reverse side of the proposal, if Council desired, there were additional <br />services that could be secured. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar to secure <br />Fursman/Brimeyer as the City’s executive search firm in an amount of $10,000 but not to <br />exceed $12,750 with expenses, as presented. <br /> <br />All in favor. Motion passed. <br /> <br />2. & 3. Approve Special Assessment Agreement for Flood Study ~ Lake Area Utilities & <br /> Approve Special Assessment Agreement for Flood Study ~ Muellner Blacktop <br /> <br />Administrator Larson stated that the next two (2) items relate to same issue and are a part of the <br />already approved agreement with Mr. Gerald Rehbein, R & R Leasing, to complete a flood study <br />in conjunction with FEMA recent adjustments. Administrator Larson explained that both Lake <br />Area Utilities and Muellner Blacktop would benefit from the boundary modifications and have <br />each agreed to participate up to one-third of the cost, with a maximum limit $10,000 and $10,000 <br />respectively. Administrator Larson stated that the two (2) entities have signed agreements which <br />repay their share as a special assessment over five years. <br /> <br />Council Member King questioned who would assume financial responsibility if the study <br />exceeded the maximum of the agreements? Administrator Larson stated that Mr. Rehbein would <br />cover any amounts over the maximums in the other two agreements. <br /> <br />Page 4 of 7 <br /> <br /> <br />
