City of Centerville <br />Council Meeting Minutes <br />July 23, 2014 <br />Motion by Council Member King, seconded by Council Member Paar to approve City <br />Administrator Larson as the City of Centerville City Agent for the distribution of the <br />Centennial Fire District’s assets. All in favor. Motion passed. <br /> <br />X. ANNOUNCEMENTS/UPDATES <br /> <br /> <br />1.Administrator Larson – Mailboxes within cul de sacs. Administrator Larson stated <br />that several cul de sacs still have mailboxes placed on individual lots and the City has <br />had issues regarding snow removal in these same areas. Administrator Larson <br />explained that with the numerous mailboxes the Public Works Department has <br />experienced difficulty with finding areas to place the snow from the roadways and <br />has suggested gang box type mailing stands on the street entering the cul-de-sac. <br />Administrator Larson suggested that Staff inventory troublesome areas and forward <br />letters to residents regarding the necessity of relocation and gang box style mailboxes. <br />Mayor Wilharber questioned the necessity of several newspaper boxes per <br />mailbox and their respective move also. <br />Administrator Larson stated that he would forward a draft of the letter to Council <br />Members for their review prior to forwarding to residents. <br /> <br />2.Engineer Statz stated that he would be taking paternity leave for a period of two (2) <br />months and all inquiries could be addressed by Mr. Lee Mann from his office. <br /> <br />3.Mayor Wilharber questioned the final wear course on the Center Street Project and <br />how it could be affected by the existing cracks. Engineer Statz stated that certain <br />cracks would be routed and filled prior to the asphalt wear coat. Administrator Larson <br />stated that there would be an upcoming pre-construction meeting for the 2014 Mill & <br />Overlay Project shortly but that he did not have a start date as of this time. <br /> <br />4.Council Member Fehrenbacher stated that there was a recent Police Governing Board <br />meeting and they approved the 2015 Budget. Council Member Fehrenbacher stated <br />that a 6% increase would be experienced by Centerville. Lengthy discussion by the <br />Governing Board had taken place to determine immediate needs versus technology <br />and some items that had been in the original budget were removed. <br /> <br />5.Council Member Paar stated that the meeting that had been recently held at the City <br />of Circle Pines with Centennial Fire District members went very well with <br />discussions regarding level of services that would be provided after withdrawal by <br />Lino Lakes, staffing levels, fire fighter retirement, etc. <br /> <br />6.Mayor Wilharber reviewed a letter received by the City from Mr. Michaels Recycles <br />Bicycles regarding the City’s efforts to recycle bicycles at their annual <br />Recycling/Clean Up day. Mr. Michaels Recycles Bicycles had collected 355 bicycles <br />since 2007 in Centerville with 236 of them being refurbished and placed back into <br />circulation for disadvantaged adults and youths. Mayor Wilharber also stated that the <br />letter commented that Ms. Bender had been accommodating and Council <br />acknowledged Ms. Bender’s work being the Recycling Coordinator. <br /> <br />7.Mayor Wilharber stated that at the end of June the Centennial Lakes Police <br />Department conducted one (1) of their annual tobacco compliance checks and all <br />licensed establishments passed.
