City of Centerville <br />Council Meeting <br />June 25, 2014 <br />Ms. Blaska stated that it will be quite some time before the County commences construction of <br />the segments not part of the Centerville Road (CSAH 21) project, due to securing funding from <br />the Metropolitan Council and waiting on development. Ms. Blaska also stated that as all joint <br />trail projects in the past have had Joint Powers Agreements for ownership and maintenance <br />responsibilities this would also. Ms. Blaska addressed that once the City has constructed the <br />portion of trailway in conjunction with the Centerville Road Project and funds have been secured <br />from Metropolitan Council, the City would be reimbursed for half of the associated costs. Ms. <br />Blaska also stated that the County has been working closely with the City of Lino Lakes <br />regarding their desired location through their park and costs. <br /> <br />Mayor Wilharber requested that the County provide combined maps of the trail system <br />throughout Ramsey, Washington and Anoka Counties for residents. Ms. Blaska felt that the <br />County would be providing such mapping shortly. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Love to adopt <br />Res. #14-022 – Supporting the Development of the Chain of Lakes-Otter Lake Regional <br />Trail as presented. Council Member King opposed. Motion carried (4/1). <br /> <br /> <br />3. Res. #14-023 – Appointing Election Judges for the Upcoming Primary & General <br />Elections and Deputy Municipal Clerk for the Purpose of Accepting Affidavits of <br />Candidacy, Issuing Absentee Ballots & Accepting/Rejecting Absentee Ballots as Part of <br />the Absentee Ballot Board <br /> <br />Administrator Larson stated that this is a route item in preparation for the upcoming elections. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar to adopt <br />Res. #14-023 – Appointing Election Judges for the Upcoming Primary & General Elections <br />andDeputy Municipal Clerk for the Purpose of Accepting Affidavits of Candidacy, Issuing <br /> <br />Absentee Ballots & Accepting/Rejecting Absentee Ballots as Part of the Absentee Ballot <br />Board as presented. All in favor. Motion carried. <br /> <br />4. Consider Draft Agreement for Phased Retirement of City Administrator <br /> <br />Mayor Wilharber stated that Staff forwarded the draft agreement via email on Tuesday to <br />Council Members for their review. Attorney Glaser stated that an agreement similar to this <br />should be a part of the City’s succession plan, is critical for the transition of a new City <br />Administrator and that Mr. Larson has a vast amount of institutional knowledge which would <br />assist a new Administrator. Attorney Glaser also stated that the agreement allows Administrator <br />Larson to continue to be available to City Staff, continue to contribute to PERA while receiving <br />PERA benefits. Attorney Glaser stated that during this evenings work session Council would be <br />discussing hiring a consultant for securing candidates for the vacated position upon <br />Administrator Larson’s retirement and that this agreement would aid in a candidate’s comfort in <br />knowing that he can rely on Mr. Larson’s expertise. <br /> <br />Page 4 of 5 <br /> <br /> <br />
