City of Centerville <br />Council Meeting Minutes <br />September 10, 2014 <br /> <br />Administrator Larson stated the item had been discussed prior with Council and T-Mobile <br />desired to construction three additional antennas on the existing water tower and location of their <br />other antennas. Administrator Larson also stated that he had negotiated an increase of $3,000 <br />annually (about $18,000/year to $21,000) for the new antennas. Administrator Larson stated that <br />T-Mobile desired to extend the term of their existing lease at this time but decided that the <br />additional issues would delay installation of the antennas. Administrator Larson reported that <br />Legal Counsel provided him with a name of a firm that the City may enlist in negotiating an <br />extension to the contract as the existing contract will expire in 2016. <br /> <br />Council questioned whether other entities could install antennas on the tower. Larson noted that <br />it may be difficult to put other antennas on the tower due to the space already occupied by T- <br />Mobile, but another user would need to do an engineering evaluation to determine how that <br />might be done. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Love to approve <br />the Third Amendment to Site Lease Agreement as presented. All in favor. Motion passed. <br /> <br />4. Mr. Matthew Montain – Purchase of the City’s 1950’s Studebaker and Tow Behind <br /> Water Cart <br /> <br />Mayor Wilharber stated that the City had received an offer for purchase of the 1950’s Studebaker <br />fire truck and pull behind water cart for $2,500 from Mr. Matthew Montain. Mayor Wilharber <br />stated that Mr. Montain and his brother are firefighters housed out of Station #3. Mayor <br />Wilharber stated that Mr. Montain desired to restore both items, and would make the items <br />available for use in festivals and parades. Mayor Wilharber stated Mr. Montain is willing to <br />offer to the City purchase of the items when he is no longer a firefighter or resides in the <br />community. <br /> <br />Administrator Larson stated that the truck is inoperable, has flat tires and is being stored in the <br />old Public Works building. Mayor Wilharber stated that it has been quite some time since the <br />vehicle has been in running order. <br /> <br />Lengthy discussion ensued regarding previous offers for purchase, desire to retain in the <br />community, legal concerns for selling surplus items unless there is a unique situation similar to <br />this, selling price, financial assistance, fair market value versus offered amount, etc. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member King to table this <br />item until such time as Mr. Matthew Montain is presented. All in favor. Motion passed. <br /> <br />X. ANNOUNCEMENTS/UPDATES <br /> <br /> <br />1.Administrator Larson stated that Council Members would be receiving emailed <br />versions of applicant’s resumes Thursday and if any member desired paper copies to <br />notify him. Council Member King requested paper copies. Administrator Larson <br />stated that candidates would be touring the City on Friday and attending a dinner <br />hosted by the City in the evening.
