City of Centerville <br />Council Meeting Minutes <br />September 24, 2014 <br />Motion by Council Member King, seconded by Council Member Paar to table this item <br />subsequent to Mr. King’s research. All in favor. Motion passed. <br /> <br />3. Approval of Employment Contract – Selected Candidate (City Administrator) <br /> <br />Legal Counsel Glaser stated that the candidate has requested that his start date be November 3, <br />2014 as he has several items that he desires to complete prior to leaving his existing <br />employment. Legal Counsel Glaser requested clarification of salary discussions that took place <br />following candidate interviews regarding a six (6) month performance review and if satisfactory <br />a $5,000 salary increase and an additional six (6) month performance review and if satisfactory <br />an additional $5,000 salary increase. Council concurred that the timing of the performance <br />reviews were necessary to be included in the employment contract, however an associated dollar <br />amount for a satisfactory performance was not. Legal Counsel Glaser stated that the selected <br />candidate desire to retain his personal cellphone and utilize it for work and is requesting a $75 <br />stipend to continue that practice. Council concurred. <br /> <br />Legal Counsel anticipated with the modifications you would be forwarding the contract to the <br />candidate immediately and a signed agreement would be before Council at their next meeting. <br /> <br />X. ANNOUNCEMENTS/UPDATES <br /> <br />Administrator Larson stated that all of the homes that desired municipal water either through <br />individual contracts with the City or through CDBG grant funding within the Royal Meadows <br />Development have received connection and well sealing was anticipated to start the following <br />week. Administrator Larson reported that the roads north of Main Street scheduled for the Mill <br />and Overlay project had been completed and the roads south of Main Street would be completed <br />shortly, weather dependent. Administrator Larson stated that he had spoken with the developer <br />of the planned Senior Cooperative and they stated that they had recently held a meeting with <br />interested individuals and several had reserved units and they were encouraged by the interest. It <br />was stated that several additional meeting would be held to gain additional interest. <br />Administrator Larson stated that it was anticipated that Rice Creek Watershed had approved the <br />necessary permits associated with the CSAH21/Centerville Road project, however, there is an <br />issue with the MCES forcemain near Meadow Lane and relocation. Engineer Mann stated that it <br />would be taken care of the most economically way possible and information would be <br />forthcoming. Administrator Larson also stated that the park and ride is coming along nicely with <br />street curbing being installed next week and anticipation for completion prior to years end. <br /> <br />Attorney Glaser stated that he recently attended training for elder abuse along with law <br />enforcement personnel from many different jurisdictions. Attorney Glaser stated that grant <br />funding had provided the opportunity for his participation. <br /> <br />Engineer Mann stated that City Engineer Mark Statz would be in attendance of Council next <br />meeting due to his return from his absence. <br /> <br />Due to Council Member Paar’s late arrival, he desired to advice the public that he is in favor of <br />the 2015 Proposed Budget and Levy amount. <br />Page 5 of 6 <br /> <br /> <br />
