I <br /> would suspect the best way to answer is occasionally as need warrants on a particular issue. <br /> However, if one or more council members are constantly at City Hall or calling to gain more <br /> influence than that is something that would need to be addressed by the entire council and the <br /> administrator would need to be careful to not give more attention to those members. In <br /> general, if you do something for one you should do it for all. What if it is <br /> daily or more than daily? The City Administrator <br /> reports to the Council. Council should be able to contact staff as necessary, if staff have <br /> concerns they should indicate that to the council member or via the City Administrator. I would <br /> agree there is a possibility when it can become too much. Situations like requesting <br /> information can take time. <br /> • Too much- If staff feels it is or administrator is being left out. Daily is too much. behave-City <br /> administrator is in charge and if staff behaves as if they are reporting to council that is the City <br /> administrator's job to stop this. He needs to make it clear to STAFF and Council. <br /> • Council is responsible for hiring and firing staff, so especially director level staff contact is <br /> required. Daily contact may be required on particular issues but regular daily contact and <br /> direction without approval of the entire council is beyond the line that is acceptable.
