City of Centerville <br />Council Meeting Minutes <br />December 11, 2013 <br />Ordering Advertisement for Bids on Improvement ~ 2014 Mill & Overlay Projects <br />as presented. All in favor. Motion passed. <br /> <br />4. Res. #13-031 – Assigning Duties as They Relate to Handling Banking <br /> Transactions for the City <br /> <br />Administrator Larson stated that this is an annual resolution but with hiring Ms. Paulseth <br />it is imperative to complete this early. <br /> <br />Motion by Council Member Paar, seconded by Council Member Love, to approve <br />Res. #13-031 – Assigning Duties as They Relate to Handling Banking Transactions <br />for the City as presented. All in favor. Motion passed. <br /> <br />5. Consider Recycling Incentive-Authorize Rebate to Residents, Subject to Anoka <br /> County Approval <br /> <br />Administrator Larson stated that as in the past, excess funds subsequent to expenditures <br />have been released to residents through the City’s recycling incentive program. <br />Administrator Larson stated that staff is proposing a refund of $6,554.34 or $5.00 per <br />household for their efforts in meeting/exceeding the County’s goal placed on the City of <br />350 tons of recyclable materials being recycled for the year. Administrator Larson stated <br />that the City has received authorization from the County to expend these funds with <br />reimbursement following in January. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member King, to <br />Authorize Staff to Refund $6,554.34 ($5/household) to Residents Through a Credit <br />st <br />on Their 1 Quarter Utility Bill as Part of the City’s Recycling Incentive Program <br />and Continued Recycling Efforts. All in favor. Motion passed. <br /> <br />th <br />6. Consider Location for Future Street Connection to 20 Avenue/CSAH21 <br /> <br />Administrator Larson stated that at some point in the future, the property owner of the <br />vacant property abutting the Willow Glen Development and Central Bank will be <br />proposing the construction of a street through the property and it would be advantageous <br />st <br />of the City to consider the connections from 21 Avenue to Main Street/CSAH14 and <br />th <br />20 Avenue North/CSAH54 prior to meeting with the County and the developer’s <br />submission. Lengthy discussion was had regarding City and Developer desires along with <br />County requirements and inability of current owner to sell/develop parcel/parcels. <br /> <br />Motion by Council Member Paar, seconded by Council Member Fehrenbacher to <br />enter discussions with Anoka County regarding a roadway and alternate roadway <br />th <br />allowing access to 20 Avenue (CSAH 54).
