AWARDS/PRESENTATIONS/APPEARANCES <br /> <br /> Mr. George Eilerston, Northland Securities <br />1., welcomed new City Administrator Mike <br />Ericson. Mr. Eilerston presented to Council the finance summary plan and a resolution <br />authorizing the sale of bonds for the $2,430,000 General Obligation Improvement <br />Crossover Refunding Bonds, 2009B. He stated that these bonds have a final maturity <br />date of 2022 and it was refunded in 2009 to shorten that date to 2018. At the 2018 date <br />there is a large balloon payment that is due. Mr. Eilerston stated that he spoke to our <br />previous City Administrator, our current Administrator, and our Finance Director in <br />regards to restructuring this bond out to the year 2025. This bond will have an early call <br />feature that will allow the City to prepay or buy down this bond in the case of additional <br />land sales. He stated that the City has a strong AA bond rating and the market is <br />favorable for short term debt. He would like council to consider a resolution calling for a <br />bond sale in December. Mr. Eilerston would like to take the bids in the morning of the <br />December 10 Council meeting and present the result of the lowest bidder. <br /> <br />A discussion ensued in regards to the percentage rate and how much more it would be if <br />they waited to restructure this bond and if they sold the property to repay the debt how <br />soon would it happen. <br /> <br /> <br />2.Anoka County Radio Club – Mr. Bob Cordell <br />Mr. Cordell, representative of the Anoka County Radio Club, stated at the September 10, <br />2014 Council meeting Council desired to offer a contract between the City and Anoka <br />County Radio Club and Emergency Services Inc. He stated to Ms. Bender that they <br />would not be able to sign this contract. Mr. Cordell stated under the federal <br />communication commission (FCC) bylaws which allows them to operate as amateur <br />radio operators; do community service work; emergency service work and states that <br />specifically that they cannot work for hire directly, indirectly, and everything in between. <br />As amateur radio operators they are allowed to accept donations to their club for <br />whatever reason but not take a direct payment. If the Radio Club accepts the City’s offer <br />they could lose their license to operate. Mr. Cordell stated that they enjoy assisting with <br />Centerville’s events, use them as training and would like to continue to do so. They <br />appreciate the City’s offer but they cannot accept a contract. <br /> <br />Mr. Cordell stated that the City and the Radio Club can enter into a memorandum of <br />understanding (MOU) which states that when the City needs assistance they will try their <br />best to accommodate their services but not for a monetary fee. Mr. Cordell stated that <br />they cannot provide their services for a fee and in past incidents communities or groups <br />have provided them with needed equipment. <br /> <br />Mr. Glaser and Mr. Cordell will work out an agreement with the City that will be suitable <br />for both entities. <br /> <br />Page 2 of 7 <br /> <br /> <br />
