Dead Fish (disposition from kill tournament and mortality from live release format) <br /> a. The preferred option,when possible, is to return mortality fish to the anglers who caught them. <br /> b. In large events where weigh-in handling logistics result in co-mingled fish it may not be possible to <br /> return specific fish to the anglers who caught them. The following protocol needs to be followed by <br /> tournament organizers who choose to take possession of mortality fish. <br /> i. Prior to the first day of the tournament,the permit holder will notify the Area Fisheries <br /> Supervisor of the name of the person that is designated to oversee the processing of mortality <br /> fish. The designee shall advise of the location the fish will be stored. All fish that cannot be <br /> released will be properly cooled,processed and frozen by designees of the tournament sponsor. <br /> Fish shall be processed consistent with the Memorandum of Understanding(MOU)between MN <br /> Dept of Ag.,MN Dept of Health, and MN DNR.These fish will be documented each day of the <br /> tournament on the fish processing and packaging form that is provided to the sponsor. <br /> ii. Upon completion of the tournament the local DNR Conservation Officer will issue a <br /> Confiscation/Seizure tag to document the transfer of these fish. Processed fish may then be gifted <br /> to a charitable organization or a nursing care facility under the documentation of a <br /> Confiscation/Seizure Disposition Report. Transfer and use of any gifted fish shall be consistent <br /> with 97A.501,97A.505 and 97A.510. All fish not disposed of in this manner must be taken to an <br /> appropriate waste disposal facility. <br /> iii. The tournament sponsor is required to submit a detailed account of the disposition of all fish with <br /> their tournament report within 30 days of completion of the event. <br /> 13. Aquatic Invasive Species(AIS)Related Permit Conditions- <br /> Minnesota Statute,Chapter 84D prohibits: <br /> • The transportation of aquatic plants and prohibited invasive species such as zebra mussel on any road. <br /> •Tile placement of any watercraft,trailer,or water-related equipment into State waters that has any <br /> aquatic vegetation, zebra mussels,or prohibited invasive species attached. <br /> Minnesota Statutes 84D.10, Subdivision 4 states, <br /> (a)"When leaving waters of the state a person must drain water-related equipment holding water <br /> and live wells and bilges by removing the drain plug before transporting the water-related <br /> equipment off the water access site or riparian property. <br /> (b) Drain plugs, bailers, valves, or other devices used to control the draining of water from ballast <br /> tanks, bilges, and live wells must be removed or opened while transporting water-related equipment. <br /> (c)Portable bait containers used by licensed aquatic farms, portable bait containers when fishing <br /> through the ice except on waters designated infested for viral hemorrhagic septicemia, and marine <br /> sanitary systems are exempt from this subdivision. <br /> (d) A person must not dispose of bait in waters of the state." <br /> •Tournament sponsors will require inspections of all watercraft when entering or leaving <br /> tournament waters (need to clarify when]. Inspections will include a thorough search, inside and out, <br /> for the presence of any aquatic vegetation,and prohibited invasive species, including zebra mussels. <br /> • No boat may be launched when entering tournament waters until all aquatic plant material, <br /> prohibited invasive species(e.g.,faucet snails,zebra mussels),and regulated invasive species (e.g., <br /> spiny waterfleas)have been removed from the boat and trailer and properly disposed of, and until all <br /> live wells and bilges have been drained. <br /> • Participants must drain boat-related equipment holding water and live wells and bilges by removing <br /> the drain plug before transporting the watercraft from tournament waters. <br /> • Unwanted live bait may not be released in to the water or dumped on shore. It should be disposed <br /> of in the trash. <br /> 45 <br />
