Motion passed. <br /> 2. Ord. #71, Second Series — Cable Television Franchise Ordinance Amendment & <br /> Summary <br /> Administrator Ericson stated that the action of amending the current code/ordinance and its <br /> associated summary is in accordance with the City's right to govern their right-of-ways and <br /> federal law allows for franchises. <br /> Discuss ensued regarding necessity, form, formal process, civil litigation, federal and state laws, <br /> etc. <br /> Motion by Council Member Paar, seconded by Council Member Love to approve Ord. #71, <br /> Second Series — Cable Television Franchise Ordinance Amendment & Summary as <br /> presented. All in favor. Motion passed. <br /> 3. Discussion on Policy for Remote Meeting Attendance <br /> Administrator Ericson stated that Council Member Fehrenbacher due to his second absence <br /> requested whether there was an avenue for him to participate in the Council meeting from a <br /> remote site. Administrator Ericson stated that he contained a sample policy which is utilized in <br /> the City of Hugo for discussion. Legal Counsel Glaser stated that State Statute governs remote <br /> attendance and a policy would be good. <br /> Administrator Ericson stated that he would provide Council with the statute and costs associated <br /> with equipment purchases for their next meeting. <br /> XI. COUNCIL & ADMINISTRATION ANNOUNCEMENTS <br /> Administrator Ericson <br /> a. FEMA Flood Plain Study (Appeal Data) — Administrator Ericson reported that <br /> through working with RCWD the City has received confirmation that FEMA will <br /> incorporate all modifications that have been provided to them in their insurance <br /> rate maps and etc. <br /> b. Northeast Metro Water Summit— January 29, 2015 — 7:00 p.m. Hugo City Hall — <br /> Administrator Ericson reminded Council Member of the meeting and its <br /> importance.
