Draft North & East Metro Groundwater Management Area Plan 1-2 <br /> Purpose <br /> The purpose of the GWMA Plan is to guide DNR actions in managing the appropriation and use of <br /> groundwater within the GWMA over the next five years.The sustainability of water resources also <br /> depends on many other activities by state and local governments, organizations such as watershed <br /> districts, and by private land owners. <br /> Although the Plan is narrowly focused on DNR's responsibilities and actions, it is recognized that DNR's <br /> actions fit into the larger framework of water resource planning and management.Regular review and <br /> revision will follow after the initial implementation period as detailed in Section 6-Implementation. <br /> Process <br /> The Plan lays out a framework for addressing the groundwater management goals and objectives of the <br /> DNR Groundwater Management Program (Strategic Plan) in light of the particular challenges within the <br /> area. A project team of DNR staff drafted the Plan with advice and feedback from a Project Advisory <br /> Team (PAT). DNR staff includes members from the Division of Ecological and Water Resources (EWR) <br /> and the Division of Fish and Wildlife. The PAT is comprised of stakeholders from state agencies, the <br /> Metropolitan Council, county and city/township governments, a lake conservation district, a watershed <br /> district, industry, and the federal government (Table 1-1). In response to legislative changes made in <br /> 2014 (Minn. Stat., sec. 103G.287, subd. 4)the membership of the PAT was reviewed and changes were <br /> made part way through the planning process to increase the number of team members holding water <br /> appropriation permits. <br /> Fourteen PAT meetings were held from October 2013 through March 2015. Following development of <br /> the draft Plan with input from the PAT, the DNR is seeking wider stakeholder review and comments <br /> through March 2015.
