Draft North & East Metro Groundwater Management Area Plan 5-5 <br /> Objective II. Groundwater use in the GWMA is reasonable, efficient,and <br /> complies with water conservation requirements. <br /> 1. DNR will ensure that groundwater users are complying with water conservation requirements in <br /> their water supply plans and permits. <br /> a. DNR will include water conservation requirements in appropriate permits as framed by <br /> statute, rule, and public water supply plans. <br /> i. DNR will work with the Metropolitan Council to evaluate current conservation goals <br /> and update those as needed. <br /> b. DNR will evaluate compliance with water conservation requirements on permits that <br /> include them. DNR will contact permit holders relative to these reviews. <br /> c. When considering a permit transfer request or amendment request to increase <br /> appropriations in this GWMA, DNR will evaluate a permit holders' performance in meeting <br /> conservation requirements in their permit and the conservation goals contained in <br /> applicable water supply plans. <br /> d. DNR will partner with local units of government such as Soil and Water Conservation <br /> Districts (SWCDs)to assist in developing and complying with conservation requirements in <br /> water appropriation permits. <br /> e. DNR will update the information it uses to develop water conservation requirements <br /> specific to each water use category (i.e.water supply, non-crop irrigation, industrial <br /> processing, water level maintenance, special categories). <br /> Z. DNR will improve communication about and promote the values of water conservation in the <br /> GWMA. <br /> a. DNR will promote lessons learned about water conservation by municipalities, industries, <br /> and other water users in the GWMA. <br /> b. DNR will include descriptions and evaluations of water conservation practices being used in <br /> the GWMA in the new GWMA reporting system. <br /> c. DNR will provide assistance to local units of government and other organizations to <br /> encourage and implement water conservation measures for water uses that do not require <br /> a DNR water appropriation permit(e.g. private domestic wells). <br /> 84 <br />
