City of Centerville <br /> Council Meeting Minutes <br /> January 28,2015 <br /> Lengthy discussion took place regarding the potential for temporarily closing Main Street for the <br /> Fete des Lacs parade. Council Member Paar stated that it appears that the County will not allow <br /> the closing of Main Street and an alternative parade route is being planned for 2015. <br /> Engineer Statz reminded Council that during last years' construction of Centerville Road and the <br /> 2014 Mill and Overlay projects quotes were received for the removal of the colored concrete in <br /> the downtown intersection area for $80,000. Engineer Statz also stated that the contractor for <br /> this season of the Centerville Road project has quoted $120,000. Engineer Statz stated that he <br /> would obtain a quote from the contractor approved for the 2015 Mill and Overlay project also, <br /> but Council may have to consider instead of a full reconstruct in that area a mill and overlay <br /> similar to the roadways which would be financially easier for the City to handle. <br /> Council Member King questioned whether all of these items were included in the City's costs <br /> and Engineer Statz concurred. However, Engineer Statz stated that as Council is aware it has <br /> come to light that the St. Paul Regional Water 42" raw water line is located above the culvert <br /> that is slated for upsizing where as previously thought it was under the culvert. Engineer Statz <br /> stated that it is unknown who owns and maintains this pipe but that they do not desire to replace <br /> it at this time due to other priority areas needing repair. Engineer Statz felt that a potential <br /> compromise could be obtained and he would continue to work with them regarding this item and <br /> the pipes repair at the same time as the construction. Engineer Statz also stated that Metropolitan <br /> Council has two sewer lines that run in the general vicinity of this location with one experiencing <br /> leakage in the past and caused concern. Met. Council is aware of the need to replace this piping <br /> and will be considering it along with the project. <br /> Lengthy discussion ensued regarding liability, costs, ownership, necessity for other entities to <br /> step up to the place, downtown drainage, the cost savings of joint trenching and age of existing <br /> pipes, pipes last used in 1989, installation of a smaller pipe within the existing pipe, alternative <br /> options, etc. <br /> Mayor Wilharber stated that Anoka County Highway Department updates their web page weekly <br /> and would be a good source of information for those that live or travel on Centerville Road <br /> during the construction period. <br /> Engineer Statz stated that he would be updating Staff and Council on a regular basis regarding <br /> these items. <br /> X. NEW BUSINESS <br /> 1. Res. #15-071 — Conditionally Granting the Consent to the Transfer of Control of the <br /> Cable Television Franchise and Cable Television System from Comcast Corporation to <br /> Greatland Connections, Inc. <br /> Administrator Ericson stated as the City of Centerville is a member city of the North Metro. <br /> Telecommunications Commission of which Comcast Cable has a franchise agreement with, has <br /> recently merged with TimeWarner and formed Greatland Connections, Inc.
