City of Centerville <br /> Council Meeting Minutes <br /> February 11,2015 <br /> Discussion ensued regarding Parks & Recreation's limited budget, the amount, if any, of the <br /> $15,000 allocated within the 2015 budget which may be provided to them and if the entire <br /> amount would be provided then the park dedication fees with this plat would not need to be <br /> allocated. <br /> Motion by Council Member Paar, seconded by Council Member Fehrenbacher to table the <br /> item to the next regularly scheduled Council meeting. All in favor. Motion carried. <br /> 2. Purchase Agreement— 1737 Main Street <br /> Administrator Ericson stated that the City received an offer to purchase the house at 1737 <br /> Main Street in the amount of$90,000 and earnest money in the amount of$1,000 was <br /> received by the City's agent, Lou Suski. Administrator Ericson stated that the property <br /> was originally listed for $135,000 and then reduced to $125,000. <br /> Ms. Darlene Farley, potential purchaser 1737 Main Street, introduced herself to Council <br /> and stated that she desired to purchase the home, has met with the real estate agent on <br /> two occasions and has placed an offer to purchase the property and abutting parcel for <br /> $90,000. Ms. Farley presented Council with a listing of renovations she intended on <br /> completed with the residence and felt that the items would also reflect her offer price. <br /> Ms. Farley stated that her offer included the vacant parcel abutting the property also. <br /> Legal Counsel Glaser explained that the property has been vacant for a period of almost <br /> two (2) years. Legal Counsel Glaser stated that the property was previously zoned R-2 <br /> and then rezoned M-1 in 2006 making it a non-conforming structure as a residence. The <br /> City took ownership of the residence in 2009, leased it to an insurance agent in 2010 <br /> which met the zoning requirements and that commercial use ceased in April of 2013. <br /> Legal Counsel Glaser also stated that in order for the home to meet proper zoning <br /> requirements it and the entire block would need to be rezoned R-2 or M-2 which would <br /> involve the Planning& Zoning Commission's rezoning of the property, public hearings, a <br /> comprehensive plan amendment and restructuring of the downtown redevelopment plan <br /> along with Council's approval of same. <br /> Lengthy discussion ensued regarding the City's acquisition of the property from the <br /> County, commercial uses of the property, property taxes acquired if owned by someone <br /> other than the City, confusion with the realtor regarding the property's zoning <br /> designation, potentials for non-conformities, setback issues, etc. <br /> Motion made by Council Member Paar, seconded by Council Member Love to <br /> forward this item to Plannine & Zoning Commission for their perspective on the <br /> potential for rezoning of the property and abutting properties, effects on the <br /> downtown redevelopment plan, non-conformities, etc. All in favor.
